. Two months of government under Fatos Nano have been a model of how a country cannot be governed. The man made prime minister by a communist rebellion and dozens of gangs across the country has shown, in sixty days in office, that Albanians are threatened by a catastrophe in politics, the economy, public order, integration and democracy. In so short a time, he taught Albanians more quickly than expected how a country must not be governed, and how a country can be seriously threatened by irresponsible government. Just two months after he came to power, Albanians were confronted with a cold Europe. The Council of Europe threatened to expel Albania, which is tantamount to losing all the ideals of the Albanians, formulated and consolidated over many decades. Just four days ago, an ultimatum came from Strasbourg—the kind that can be addressed only to the most die-hard communists and the most irresponsible government officials. It is a good opportunity here… irresponsible. It is the worst case when the government and the prime minister are several times below the level of the country, several times below the level of people’s aspirations, and several times below the standards of the previous democratic government over the last five years. Such an obstacle in Nano’s path has been created above all by the way he came to power. This government is marked by a lack of moral credibility to lead. Albanians have understood that governments and regimes established by the gun rule their lives and freedom. The Socialists’ rise to power has reminded Albanians of the first year of the communist regime and of the suffering of the livestock that had abandoned the flocks of Tirana and the properties of Tirana’s bourgeoisie, and had become the country’s ignorant masters for fifty-three years. Tirana’s residents were reminded, too, and people recalled the mistaken instincts of these people, with their complexes of repression or Stalinism, from which they have still not been cleansed. It was precisely out of this mise-en-scène of the past fifty years that, for the third time, the Albanian prime minister Fatos Nano was created. It was also through this that he took the country’s prime ministerial office, crushing thousands of Albanians underfoot, by pardoning and clearing those who had been deceived in order to recover the money stolen in the pyramid schemes. No country in the world can keep a prime minister who comes to office through deception, unless its people are primitive and have not yet reached the moral standards of civilization. There can be no normal experience when government is abnormal, when elections are abnormal. Nothing can go right under this government of the country when the principal leaders of state abnormality secure their careers abnormally. Nothing else can be done for this country, which is in a state of abnormality. With a prime minister like Fatos Nano, the country is constantly at risk of instability, political violence, and the inability to manage and exploit the Albanian economy. “Profit” has become the subject of every recent meeting with Nano, whether in Hong Kong, New York, Vienna or Brussels: he has been asked how he will make the money and when he can return it. It is not normal for any of these countries to accept an Albanian prime minister who takes no fundamental action to secure his standing: returning the money. With the same responsible morality, Albanians are not expected to go to meetings in Vienna for great benefits, even when discussing production projects where everything is supposed to be arranged, yet very little can be done in the meantime; an ordinary prisoner can make huge profits by investing in the debts that burden the country and in its poverty.

Pollo holds numerous meetings in Bonn The Socialist government should not think it will be helped by Germany and the EU at any cost or under any circumstances The PDSH Secretary General and chairman of the PD parliamentary group, Genc Pollo, during his stay in Bonn held meetings with the State Secretary for Defence, Mr. Bern Wilz, with Chancellor Helmut Kohl’s adviser for Central and Eastern Europe, Mr. Reinhard Schafers, as well as with the head of the Southeast Europe Office at the German Ministry of Foreign Affairs, Mr. Gornfried Haas. Pollo presented the political situation in Albania, the harmful course taken by the SP government, as well as its complete abandonment of National Reconciliation. He thanked his interlocutors for the assistance and support Germany had provided during the PD government and expressed the hope that, with Albania moving along the path of democracy, Germany would continue its good relations with it. The State Secretary for Defence said that military cooperation with Tirana in previous years had been much better and that there was a mutual desire to continue it. Relations have developed in particular, and we are carefully studying what the new government is doing to help. Mr. Schafers expressed concern about the takeover of power by Albanian generals who had gone over to the West and about their development amid the same discontent, and put forward the proposal that the compromises be carried through. He stressed the very good cooperation between the German government and Chancellor Kohl’s Office and President Berisha’s government. “We are willing to help Albania, but we will closely follow every step taken by the Socialist government.” He expressed concern about acts of revenge and stressed that the Socialist government should not think it would receive help from Germany and the European Union at any cost and under any circumstances. Moving along the path of democracy and national reconciliation is a primary and indispensable condition if our support is desired. The recommendations of the Council of Europe are very valuable in this regard. Mr. Haas said that national reconciliation was the only way forward, and that German Foreign Minister Kinkel had made this position clear to Mr. Nano during their meeting at the UN. “We are interested in helping you, but we are still waiting for signs of goodwill from Tirana.” This evening, Mr. Pollo is the guest of the German-Albanian cultural club, whose members include well-known friends of Albania such as Mr. Schwarz, Reuschenbach, Mr. Pfuhl, etc. Tomorrow he will hold further meetings at the Ministry of Foreign Affairs, the Ministry for Economic Cooperation, the German Bundestag, the Adenauer Foundation, and the Society for Reconciliation among Peoples.

The prosecutor in the Hajdari case, Mr. Xhelili, publicly challenged the statements of the Albanian Prosecutor General and Prime Minister, telling the Albanian press on September 20 that the statements by Prime Minister Nano and Prosecutor General Rakipi were not based on the investigation. He said: “I am investigating in several directions, and there can be no question of concluding it immediately.” This statement came after the incident that took place in the Albanian Parliament. Therefore, at its meeting of September 26, the High Council of Justice, chaired by the President of the Republic, decided to dismiss Prosecutor Xhelili from his post. The Democratic Party condemns this act as a political attempt by those in power to manipulate the investigation into the assassination attempt in Parliament, rather than to deliver justice. It an independent investigation into the Hajdari case. The Democratic Party will submit to Strasbourg all the facts and documents concerning the crime in the Albanian Parliament. The Democratic Party also condemns the act of the President of the Republic as an attempt on his part to escape responsibility for an action in which he is fully implicated.
