Chronicle of the first day of the Congress What is signed is not a political solution. Only strong protest can and must lead the country to new elections. Only an unavoidable party, the dissenting and consistently out in government with some shqpërsi, as well as the chairman of the parties of the coalition “Bashkimi për Demokraci”. Thousands of leading forum participants of the Congress, democrats from the branches of the Democratic Party in Albania, representatives of the parties of the coalition “Bashkimi për Demokraci”, representatives of foreign missions in Tirana, leaders of the independent press, delegates, foreign and Albanian correspondents, personalities from political and cultural life from all over the country and other invited guests, took part yesterday in the solemn opening of the proceedings of the Fourth National Congress of the Democratic Party. In the first session of the Congress, which began at 11:30, after the national anthem and that of the Democratic Party were played, the opening speech was delivered by the chairman of the National Council, Mr. Edi Paloka. Then, the chairman of the Democratic Party, prof. dr. Sali Berisha, delivered the report “On the situation in Albania and the mission of the Democratic Party”. He presented the dramatic situation of our country after the elections of 29 June and all the consequences of the socialists’ rule in Albania. In all his assessments of the Congress, Dr. Berisha described it as a congress of hope and revival for the democrats, as a congress oriented toward strong protest and the role of the Democratic Party in all political processes in the country. In his report, Dr. Berisha stressed that new elections remain the only political solution to the situation in Albania. Only through protest and political action, according to him, will it be possible to achieve new elections and the overthrow of the current government. The Congress was also greeted by the chairman of the PD parliamentary group, Mr. Tritan Shehu, the chairman of the Balli Kombëtar Party, Mr. Hysni Selfo, the chairman of the Legaliteti Party, Mr. Ekrem Spahia, the secretary of Balli Kombëtar Demokrat, Mr. Guri Durollari, the chairman of the Independent Miners’ Union, Mr. Gezim Kalaja, as well as a representative of the foreign diplomatic missions in Tirana. At the end of the morning session, the delegates approved the Congress committees and the agenda. Filled like never before, the center of the capital invited Albanians through numerous banners, which read “Freedom Democracy”, “Hands off the vote”, “Nano go away”, “Down with the government of crime”, “Nano the killer”, “Technical government”, “Early elections”, “Honest government”, etc. Representatives of the political forces of the coalition “Bashkimi për Demokraci” and of foreign diplomatic missions greeted this rally with their presence, which was opened by the chairman of the PD for Tirana, Mr. Ferdinand Poni. After him, Mr. Aleksandër Meksi, chairman of the Democratic Alliance Party, took the floor. “Nano’s government is a government of crime,” he said, describing this government as a child of 29 June and calling on democrats to continue the protests. Further on, the chairman of the Legaliteti Party, Mr. Ekrem Spahia, pointed out that the country is going through very hard days and that the only hope remains the overthrow of this government. “The victory that will return freedom to Albania,” he emphasized. Then on behalf of Balli Kombëtar Demokrat, Mr. Guri Durollari greeted the rally and stated that “Bashkimi për Demokraci” is the political force that will bring the country out of the crisis. The chairman of the Democratic Party branch for Vlora, Mr. Fatos Abnori, stated that “In Vlora terror and violence have been established. We are determined that with our protests we will free Vlora from its hostage-takers.” He accused Fatos Nano of entering Vlora “with fake documents”. The rally ended with the speech of the chairman of the PD, Dr. Sali Berisha, who said that “The mission of the PD is to save Albania. We are on our feet for free voting, for new elections and for the overthrow of the government”. (continued on page 2)

By challenging new solutions as tickets for the fate of Albanian democracy, the detached and coherent supporters, before the idea of the Democratic Party of a new movement, great for Albania and the Albanians, before the Albanian individual, before Albanian democracy, upon itself the mission of salvation from a half-state, that objective, that decisive word. To achieve this objective, it is not done with words alone. Its transformation into a party of mass and popular protest and cooperation with the groups and individuals who believe in it as if 29 June were not a solution.
