Kosovo is being sacrificed on the altar of outdated reconciliations

By Arjan STAROVA I certainly do not deny at all the international efforts and activities that have been and continue to be made to this day in the direction of finding roads and ways to a peaceful solution in Kosovo. Still, I think that the main Euro-Atlantic capitals, if they are not quickly freed from some outdated concepts and some empty prejudices, will hardly be able to define correct and effective policies in this case. First of all, it seems to me that quite a few serious and influential actors in international politics are still continuing their efforts for a kind of “reconciliation” between Belgrade and the Albanians of Kosovo, as in the “golden” times of Titoist “autonomy.” In my opinion, this is now not only completely unworkable, but also quite dangerous. The representatives of these actors must understand that Serbia is no longer the Serbia of Tito’s time, nor that of the first years after his death. Milosević’s Serbia is a chauvinist and aggressive state that has built its domestic and foreign policy on ethnic hatred, on the oppression and cleansing of Albanians, and on the violation of every human and international norm. Faced with this situation, the idea of returning to old formulas of reconciliation is not only illusory, but also harmful. It gives Belgrade time to consolidate occupation and terror, while leaving the Albanian people of Kosovo without real protection. Instead, the international community must recognize the new reality and understand that the Kosovo issue can no longer be treated as an internal problem of Serbia. It is a serious matter of human rights, the freedom of a people, and security in the region. ON PAGE 2

Calling for a deep and genuine reform, as well as the departure of the Nano government, the local elected officials called on President Meidani to get involved in resolving the crisis. More than 200 local, municipal and communal elected officials from “Union for Democracy” gathered yesterday in the city of Korçë for a regional meeting. This was the second such meeting after the one held in Shkodër, where the elected representatives of the Shkodër, Lezhë, Kukës and Dibër prefectures took part. At yesterday’s meeting of “Union for Democracy” held in Korçë, local elected representatives from the Korçë, Elbasan, Berat, Pogradec and Kolonjë prefectures took part. It was regarded as a very important and constructive meeting. The local elected officials, mayors of municipalities and communes from the districts of the Korçë prefecture, as well as other districts, considered this meeting an opportunity to denounce and raise public awareness regarding the irresponsibility of the government and local authorities in the face of the many problems affecting citizens and communities. They stressed that the government had failed to respond to the vital problems of local communities, such as the lack of investment in infrastructure, the deteriorating condition of roads, water supply systems and sewage networks, as well as the low salaries of local government administration. In their statements, the local elected officials described the Nano government as the source of economic chaos and the impoverishment of the country. According to the speakers, the reduction of budget funds for local units had blocked many necessary investments and made it harder to provide services to citizens. They denounced fiscal pressure and the lack of support for private business, and called for a real development policy. At the end of the meeting, the participants called on Prime Minister Nano to heed the demands of the communities and on President Meidani to play his role in resolving the political and economic crisis.
