In this sense, the participation of citizens in this rally is seen as a moral and civic duty. At a time when insecurity, poverty and fear are becoming part of the daily life of Albanians, the opposition is calling on society to react. The October 22 rally also aims to serve as a moment of unity for all those who believe in freedom, democracy and the Euro-Atlantic orientation of the country. It is conceived as an expression of popular revolt against corruption, the arrogance of power and the degradation of institutions. In this climate, the conflict within the left appears to be deepening. The former Interior Minister Tëta is accused of abuse of office, while Nano is calling for him to be jailed. This makes even more visible the clan warfare in power and the government's inability to guarantee public order and safety.

The Constitution as an unconstitutional process

By Mark Marku In the discussions and professional activities being carried out within the framework of drafting the constitution and the procedures for its approval, a strange phenomenon has been observed: the constitution is being built as an unconstitutional process. This means that the way this fundamental act is being prepared and imposed does not respect either the principles of representative democracy, or the separation of powers, or broad social consultation. The constitutional process, instead of being open, transparent and inclusive, is taking place under the pressure of the governing majority and with strong tendencies to exclude the opposition. Instead of the constitution serving as a political and social contract, it is being used as an instrument to legitimize the existing power. In this way, not only the quality of the constitutional text is at risk, but also the public's trust in the new institutional order that is intended to be created. A constitution made without consensus, without dialogue and without respect for political opposition carries within itself the seed of future crisis. Moreover, the way this process is unfolding makes it hard to believe that the final product will have the moral and legal strength to endure. For this reason, criticism of the process is not opposition to the constitution as an idea, but protection of it from procedural distortion.
