After the scenario of the stolen and distorted electoral lists, the government that came to power by force has only one weapon: violence and terror. All this is happening on the orders of Prime Minister Majko, who is following the line of his patron Fatos Nano with a ferocity worthy of his communist executioner forefathers. Only yesterday the police brutally terrorized the chairman of the Democratic Party in Shkodër, Mr. Bardh Spahia, who had gone out to protest against the theft of the electoral lists. The police barbarically beat her arm and sent her to the hospital. This afternoon the government attacked the Democratic Party branch in the city of Korçë. More than 30 plainclothes and uniformed agents, armed with pistols and helmets, entered the offices of the Democratic Party by force on the order of the district police director. They carried out searches and terrorized the staff and the people present there. These acts, in addition to provoking citizens, warn of the determination to make the country uninhabitable in this police state. This government is doing everything to provoke Albanian citizens in order to spark incidents and perhaps even casualties. It wants at all costs to drag the country into total chaos and a battlefield, so that later it can tell the world that Albanians are incapable of self-government. This government hates the referendum with all its soul and heart, because it knows that on that day Albanians will give it the deserved answer. Realizing that the vote is deeply lost, they are seeking to boycott it through terror and incidents. Just as the lists are being manipulated to deprive hundreds of thousands of Albanians who hate the government of the right to vote, they are likewise seeking to forcibly prevent thousands of others from voting. In recent days the organizers of the government referendum have designated the “friendly” zones, meaning the zones where the government is expected to score victories, such as Tirana, Vlorë and Gjirokastër, where there is no base for winning. The most dangerous work is in Shkodër, Kukës, Peshkopi, Laç, Cërrik and elsewhere. Incidents are expected to be organized here to prevent voting. In this context, Fatos Klosi and his SHIK have been frantically involved. Their plan is transparent. They will frighten citizens with the police and SHIK. In the areas they themselves call “hostile,” where citizens hate them with all their soul, they will activate various criminals, so that the police can then present them as “people from the opposition.” The government needs this in order to prevent the referendum from taking place peacefully and to show the world that Albanians are not capable of order and democracy. This is happening at a time when the opposition has shown, calmly and civilly, that it knows how to protest and respect the law better than the government. The fact also speaks for itself that in areas where the opposition has broad support, the police and SHIK are increasing their presence in military-style ways. This is not a state, but a regime. And this regime is pushing the country toward a political and human catastrophe. ON PAGE 5

Such is the climate that the government is trying to build through intimidation, arbitrary arrests, police violence, provocations and manipulation. Any such act may have unforeseeable and serious consequences. Instead of guaranteeing order, the government is sowing conflict. Instead of protecting the vote, it is preparing to steal it. Instead of serving citizens, it is feeding its gangs and its political clientele. This is unacceptable and dangerous for civil peace. ON PAGE 5
