By Shemsi PEPOSHI The 22 November referendum proved to be one of the most compromised and manipulated electoral processes in the country’s electoral history since the fall of communism. Never before had so many irregularities, falsifications and manipulations been seen in an election as in the 22 November referendum. The falsification and manipulation of the referendum began after 17:00, when preliminary figures on participation in the referendum presented a bleak picture for the ruling coalition, which was not exceeding 30 percent. All the government’s mechanisms, from prefects and police officers to PS offices, the state security secret service, government NGOs, propaganda outlets, etc., were mobilized to produce a participation figure matching the one declared throughout the day by the former last minister of State Security, Gramoz Ruçi—that is, over 50 percent. After 18:00, when the ballot boxes were closed, state commissioners, the Ministry of Local Power, Çano, the Albetrol deputy and others were ordered by PS offices to falsify the referendum and the results of all the figures Gramoz Ruçi had announced. Yet in all the versions, manipulations and falsifications carried out, they could not overturn the Albanians’ total rejection of the government’s passport. The referendum was manipulated and falsified after the ballot boxes were closed, precisely while international observers were eating and drinking at the Europa-Park hotel and their superiors had reported that voting was “very successful” before the electoral process had even ended. Condemned with and then silenced, on Tuesday, Wednesday, and all [unclear text] politicians of Pandeli Majko, the gangs of [unclear text] and even the international observers were involved in manipulating and falsifying the results, stealing ballot boxes, mistreating opposition commissioners, and massively selecting [unclear text] in branches, ministries and the state administration as the government’s most corrupt and [unclear text] people. It was precisely at this point that the government’s referendum was invalidated [unclear text]; reports by foreign observers gave the green light for the continuation of the scandalous falsification of the referendum. Unfortunately, through such manipulations, its political process [unclear text]; the government of [unclear text], after its failure as the most corrupt and contaminated [government], the government of killings and political imprisonments, the government that protects the killers of the war against Albanian political pluralism, has now branded itself as the government of manipulation and falsification of the referendum and elections. In no case has it approached or offered [unclear text] as a courtesy regarding the referendum and the Constitution; there is no time [unclear text] the manipulation of the referendum since Sunday evening and afterward, and another day to remind Mr. Majko of this theft of the Albanians’ votes. The theft of votes and manipulation of the referendum cannot be covered up either with statements or with foreign responsibility [unclear text]. The facts that have been published, and those that will be published, [show] the commitment to pursue efforts to hold a fair referendum, which was compromised immediately after the ballot boxes were closed.
