And the constitution

By Bard[?] LONDO The Constitution, despite failing to reach 50% of voters in two-thirds of Albanian territory, and despite losing in the main cities, including the capital, was signed by the President. It is not just lightning, someone paraphrased a familiar line. On this occasion everyone came up with the latest anecdote (I hope this one is from Shkodër): instead of putting his own name to it, the President sent a message to the journalists. At the signing ceremony, the chairmen came out in front and said, let us recall a phrase: “Would you like some more for Beluli?” The other one, remembering that he is in the opposition and could one day lose one of these elections he has to deal with, arranged a radio broadcast, the boy about the new elections, harsh words; ironically, he had the sense to realize that he would perhaps deny them as soon as this week. The most solemn were undoubtedly Everts. He can now justify himself to his bosses in Europe, and even receive a medal or decoration from the Albanian President, like the one recently given to Radio-Tirana, the voice of truth for a whole row of years. (And God grant that this time he is supplied with his own [unclear] and not that of mediator Everts.) Alongside this, the European mediator continued sending his reports on Albanian reality to the chancelleries, naturally seeing this reality through his own eyes, which are so large that they magnify or diminish things as they please. Everts, even when threatened with murder, did not forget to make a dash toward the capital. “I love Albanians very much,” he said to a foreign radio station; “I would put my chest in front of Mic Sokoli.” There was only one thing Everts did not manage to accomplish: a cross-country run before the referendum. Nevertheless, he said that 80 or so years ago the mediator of this country, Prince Wied, had been unable to accomplish something. Indeed, after that failure, what is known took place: the partition of Albania. But what is the constitutional atmosphere among Albanians? — No electricity, no jobs, with crime increasing every day. The President responds to the elections in Vlora. The Greeks, representatives of the constitution, killed an Albanian and seriously wounded another on Albanian soil. The two victims were declared guilty by the Albanian authorities simply because they were from Lati. Still, we can take comfort in the fact that, at least so far, they have not asked President Meidani to give a decoration to the Greek killer, as the latter gave one to Radio-Tirana. Immediately after the constitution was approved, the communists took to the square with a portrait of Enver Hoxha, in that same square where seven years earlier it had been dragged along the ground (by no means by the communists). Petro Koçi’s police breathed a sigh of relief. The chief policeman here is not like the democrats. They have preserved themselves for half a century and do not know how to stage even a coup, nor do they know how to use violence. And he sent [them] straight toward the democratic camps, for example, in Elbasan or Fushë e Madhe. Feeling weak, the Albanian Prime Minister made a proposal: Should the immunity of MP Hajdari be restored, at least for one of them? But, strangely, the majority asked themselves: Wasn’t this Prime Minister the leader of the parliamentary group when the immunity of the December Movement was removed? Has the Prime Minister become humane now? But what was he before? Azem Hajdari does not need blackmail. He is one of the few who was elected by the people as an MP every time there was an election. Indeed, he would have been elected whenever there were elections, had he not been brutally murdered. Azem Hajdari had the means to catch his killers; when he denounced this, those who had removed or taken away his immunity should have publicly apologized, because the government’s injustice was current, and those who brought about Azem Hajdari’s loss of immunity are not justice. There can be no restoration of immunity unless a public apology is demanded from the killers. It seems that this has been asked of all Albanians, but coming from the Prime Minister. One stands against everything in order to face it. You could say all these are Albanian developments, and all of this is happening while the capital remains indifferent and it is not absurd, while in Tirana there is no constitutional constitution. But whether he likes it or not, all the actions of those in power, according to all procedures, are to be forgotten. After the referendum of 22 November, democracy was overthrown; again, after the referendum of the “Alliance for the Country,” the government of Tirana was overthrown. As they clashed... in pus-humbja e erendum të terror-jetë që mund të… on këto ben thir- kombëtar pushtet, pasoj- nda për darala- je do të jetë…

The government protects Azem Hajdari’s killers

Today, 80 days since the murder of the December leader Each day that passes since the murder of Azem Hajdari, the symbol of democracy and pluralism, proves the involvement of Fatos Nano’s government and that of his successor in the crime that shook the entire Albanian world. The government of the former communists, which leaves the criminals who took the life of the December Leader free and undisturbed, shows Albanians that it intends to side with the killers, who have names and identities but have taken no responsibility. The Democrats and all Albanians who loved and honored Azem Hajdari cannot tolerate this under any circumstances. The government must either capture the criminals and bring them to justice, or publicly declare that it itself carried out the murder of Azem Hajdari.

Meta declares war on the North from Germany

Deputy Prime Minister Ilir Meta warned from Germany that he would strike northern Albania hard, under the pretext of so-called smuggling. The government’s number two made the statement just hours before a deputy head of a polling station was due to arrive in the north of the country, specifically in Malësi e Madhe, and his two brothers were wounded. All three were representatives of the Democratic Party; they were shot and attacked at the doorstep of their home. ON PAGE 3

Press release

The student committee for the “Hajdari” Case will meet tomorrow, dated 2.12.1998, at 13:30, with the President of the Republic, Rexhep Meidani, at the Presidential residence. This meeting has been confirmed by the Presidency and is taking place after three weeks of delays in responding to the students’ request. The committee has announced that it will present President Meidani with a petition signed by 6,200 students, who are demanding that the killers of the hero Azem Hajdari be found and that political prisoners be released. On this occasion, the committee says it expects understanding and concrete commitment from the President of the Republic regarding the demands in the students’ petition, demands that have also been supported by Albanian public opinion as a whole, Western governments and international organizations. The student committee for the “Hajdari” Case invites the press and media to cover this meeting.
