Because of this visit, many citizens of Shkodër were outraged. According to statements by residents of the neighborhood, many people headed toward the municipal building, hurling words against Prime Minister Nano and his people. Hundreds came out of Shkodër. They had multiplied greatly and headed from the center along the main road. The event took on large proportions and cries against the prime minister were heard. Meanwhile, many police forces surrounded the center. According to a statement by citizens, instead of listening to the citizens' discontent, the prime minister sought to incite conflict.
