around the action of the “Nano 4” government.
This is clearly seen from the reaction of the deputies from Vlora and
Saranda, to a sudden intervention in the political “coefficient”
of the government cabinet.
Sources close to the leadership of the Socialist Party stated last night to “RD” that
the refusal of the deputies from the area to accept this solution by the prime minister,
has come from the fact that the “portfolio” of the Vlora and Saranda area was
removed all at once and without any consultation, to be
handed over to another figure, close to the prime minister.”
According to the same sources, the argument that the replacement was made
within the framework of a restructuring of the government team, did not convince
the southern deputies, who described the decision as “an insult”
and “mockery of the electorate”.
Some of the deputies have demanded that this move be accompanied
by a public explanation from the prime minister, while others
have hinted that the discontent could also be reflected
in their stance within the parliamentary group.
This new clash, coming immediately after the announcement of the
cabinet composition, gives new tones to the internal crisis in the Socialist Party and
calls the cohesion of the majority into question.

Milo’s pessimism proves

Time, pay and the instincts of the routine
idea of a controllable situation
and endless speed, have
prompted, on more than a few occasions, the foreign minister,
Paskal Milo, to make statements that go
beyond the limits of diplomatic caution.
In a recent statement, he conveyed
strong tones of pessimism regarding
developments in Kosovo and the ability of the Albanian
government to influence this
situation. According to critics, such an approach,
instead of sending a signal of determination,
has served to expose the weakness of Tirana's
foreign policy.
For the opposition, these statements are a
proof that the government has not built any
serious strategy for the Kosovo crisis and
that it reacts only under pressure from events.
In the absence of a clear and
coherent stance, Milo's pessimism is seen as a
direct symptom of the government's
failure.
On the other hand, officials of the majority have
defended the minister, claiming that he simply
reflected the dramatic reality on the ground.
However, the open debate after
these statements shows that even within
the majority there is uncertainty about how
this issue should be managed.

Sources in Tirana indicate that
Clinton has ruled out 29 April
the deadline according to which the USA would have sought the deployment
of NATO forces toward Kosovo and
Albania, in a limited punitive operation,
which would have posed at key moments
the Serbian challenge.
According to the same sources, the decision
was made after quick consultations
with NATO allies and the Contact Group.
In the American reasoning, the latest actions
of Serbian forces in Kosovo and the provocations near the Albanian border
are considered clear proof that Belgrade is testing not only
the international will in Kosovo,
but also Albania's capacity to
cope with a broader crisis.
Western officials have let it be
understood that today's meeting could
produce new diplomatic and economic
measures against the Serbian regime,
while strengthening of the military
presence in the region is also not ruled out.
In Tirana, the developments have been followed
with great concern, while sources
close to the government have stated that any
further escalation at the border would
require full coordination with the allies.
