What position did Nano declare? No one has been able to find out from Holbrooke, who, after meeting with the Albanian prime minister, said that he had met the three main parties in the Kosovo crisis and had received completely different answers from all three. Holbrooke met Millosheviç in Belgrade, Rugova in Prishtina, and Nano and Medaini in Tirana on Saturday and Sunday, but according to his press statement, censored days later by the official news agency ATSH, he said that they had all told him different things. Rugova’s declared position is completely different, as is Millosheviç’s, and Nano and Medaini have also declared their positions. But it seems absurd that Nano’s distance from Rugova should be so great—greater even than the distance between Rugova and Millosheviç. Meanwhile, President Medaini has made his proposal public: a president, someone said; that a change should be neither a republic nor a form of territorial division, nor a republic between two states, and that the borders should be respected. He made this statement after previously saying, amid concerns, that he supported the decision of Kosovo’s Albanians, who have clearly chosen a Kosovo republic, independent and neutral, open to both Serbia and Albania. Before Holbrooke, Medaini made a truly political declaration that takes it out of the orbit of any clear understanding of peace. But after Medaini had the courage to publish such a thing, Prime Minister Fatos Nano did so following an event that had, in a way, distanced him from Holbrooke’s statement. He said it was important to have a resolution to the crisis, and Holbrooke’s positions on Kosovo, Serbia and Albania were also very far apart. All the parties, from the Shishkovic talks for peaceful negotiations to Millosheviç’s talks and mediation by the Federal Republic of Yugoslavia and Serbia, regard the option of an independent “Kosovo republic” as unacceptable; but Nano does not seem to understand that this is one of Fatos Nano’s positions, and also an option supported by a faction in Albania. Judging by the statements of all the parties, it is very difficult to understand whether they all want the same thing, except for Millosheviç. The point is that Holbrooke says the three main parties agree to have a republic. So it is entirely unclear why one party should take a completely different position. A consensus that coalition candidates be designated is expected to be difficult for PSD and PAD-i to accept as well PS branches oppose the agreement on joint candidates The parties in the governing coalition held a joint meeting on Monday to discuss the plan and the way they would present themselves in the by-elections for local government. Socialist Party secretary-general Pandeli Majko said the meeting was part of the coalition’s regular meetings and that a larger meeting to be held on Wednesday would determine the plans and candidates for the local elections. Majko said the idea was for the best candidate to win, representing not a party but the coalition. Majko said a joint coordinating committee had been set up to determine the plans and candidates. Majko stressed that the coalition’s election plan was under discussion and that in the district of Vlora there would be one candidate ... Sources from the Socialist Party also said that proposals for joint candidates had been sent for agreement within the coalition. The excessive demands of the small parties have not been well received by the PS branches, which insist that the candidates be Socialists.
