The agreement for a Rugova-Milošević meeting is being considered by diplomatic circles as the first clear step toward a negotiated solution to the crisis in Kosovo. The strong personal engagement of the American envoy Holbrooke in his talks in Belgrade with President Milošević, also assisted by Greek Prime Minister Simitis and Foreign Minister Papandreou, made it possible to reach a solution and a joint declaration after several days of intensive efforts. Prodi stated that it had been made clear to Belgrade that it must accept a political solution and that there is only one other alternative, the military intervention of the alliance.

In Kosovo, the humanitarian and civilian situation is dramatic after the failure of the offensive and the withdrawal of Serbian military forces.
