The right unites for the local elections
Statement by the political parties of the groups "Unity for Democracy" and "The United Right"
Since the statement made a few days ago
about joint lists within the framework of the Albanian
opposition for the upcoming local elections,
there has been a growing willingness to
unite efforts in the direction of strengthening
this opposition, so that it can successfully carry out
its joint effort for a peaceful solution
to the serious political crisis in
the country. Thus, yesterday in Tirana and in Shko-
dër, the main opposition forces, such as the Democratic Party of Albania and important trade-union organizations such as BSPSH,
KSASH, etc., confirmed before the pub-
lic and the entire opinion their irreversible decision to
continue the political battle begun for the removal of the Nano government
and for the holding of early political and local elections.
In continuation of this commitment, yesterday in Tirana
a joint declaration was signed by the political parties and the groupings
"Unity for Democracy" and "The United Right" on the coordina-
tion of political action within the framework of efforts for
the local elections. We are publishing here below
the full text of this declara-
tion.
TIRANA
Rilindja Demokratike wishes to inform
the reader, public opinion and the inter-
national community that on 26 May 1998 in Tirana, at the headquarters of the Democratic Party of Albania,
the joint declaration of the political parties and political opposition groups for a united participation in the local elections of 26 June 1998 was signed.
The opposition political parties, participants in the political grouping "Unity for Democracy", "The United Right" and "The Democratic Alliance", concerned about the criminalization of the general elections of 29 June 1997 and the partial voting of January and March 1998, convinced that it is in the interest of the country, the Albanian people and public opinion to establish democratic standards in the upcoming elections, declare this joint statement:
1. All opposition political parties will take part in the local elections of 26 June 1998 with joint lists prepared with understanding and fairness among the political partners.
2. The opposition political parties, signatories to this declaration, will be maximally committed to guaranteeing standards of freedom and honesty in the elections, to the implementation of the provisions of the Constitution and the law, as well as to creating the legal and administrative conditions for the conduct of normal, correct and impartial elections.
3. The political parties of the grouping "Unity for Democracy" and "The United Right" also declare that in relation to the government they will take a joint position of incompatibility with its policy, asking the Albanian people and public opinion to support its removal by democratic and peaceful means.
4. The opposition political parties express their determination to continue in unity the battle for political rotation and for the establishment of democratic standards in Albania.
On the basis of this joint declaration the Albanian people, domestic public opinion and the international community can see that the Albanian opposition, by further expanding its ranks, is determined on the path of political unity, to open the way for the victory of democracy and order in the country.

Protests and the government
With the sole and clearly stated aim
of bringing down the government by
peaceful means (and that is a right)
and replacing it through
early elections,
the Albanian opposition organized yesterday and
on Sunday two giant rallies in Tirana
and Shkodër with hundreds of thousands of participants. The lion’s share of the opposition
were supporters of the Democratic
Party, but there were also many
members of allied parties and of the
education and health unions,
as well as many students and high-school pupils.
A political gathering of this size not
seen in Albania since 1991 has, without
doubt, been the most important event
of recent weeks, certainly the main event
of yesterday, an event that was widely
covered by the foreign media
and their news reports. As was also
clearly evident from the speech delivered on the occasion by the chairman of the
Democratic Party Sali Berisha,
the dominant motive of yesterday’s protest
was the complete rejection of the policy of Prime Minister Fatos Nano
and his government, as well as the opposition’s stance on
its removal. A day earlier
the opposition alliance had presented in
Skënderbej Square before public opinion
the parties, unions and social groupings
that supported the teachers’ strike.
At yesterday’s giant rally,
where senior leaders of the opposition alliance
were also present,
as well as representatives of different
strata of society, the message addressed to the government and the Albanian public
was clear: the strike of teachers and
university professors, as well as
the opposition demonstrations, will continue
until Prime Minister Nano and his government
leave. As with Friday’s gathering,
the opposition demonstrations did not
record any serious incidents. What
attracted observers’ attention was the calm,
determination, but also
the insistence on continuing the protest
until its objectives are achieved.
As for the government, yesterday’s message
from yesterday’s rallies was clear.
It cannot continue to behave
the way it is acting and
ignore the nationwide strike
in education, the opposition protests, the anger of
all citizens and foreigners.
For a government with democratic
ambitions (not only)
not to ignore it, it would have been
normal to reflect, to think,
to find ways of communicating with
the public and with the opposition, to call
for calm and understanding, to
lower the tone of conflict. The opposite
has happened. The prime minister and the parties of
the left-wing alliance, together with
part of the press close to them, are pursuing
a policy of absurd and insulting
denigration against the opposition. Instead
of lowering the level of tension and
avoiding inflammatory positions, the government
has launched a banal
offensive of discrediting its opponent.
Moreover, the state and
its institutions have, in a completely
abnormal manner, been placed in the service of this
offensive. These actions have caused
political tension not to fall, but to
rise. Needless to say, a government that behaves
in this way undermines with its own hands
the foundations of the democratic order in the country.
For this reason, among others, it
is becoming increasingly a
factor in the lack of order and
public security in the country.
