Majko’s only chance
By Asllan HATOZI
The new government coalition is once again stirring up the outlines of its perennial crisis. The first consequence of the deal-making politics of the LSI and the PDSH with the ally of the moment is a change in the government composition to the detriment of its political coherence and a deepening of the interinstitutional conflict.
At a time when concerns are growing about the future of national security because of the tense situation in Kosovo, as well as about the problems caused by the severe economic and social crisis, the political class continues to remain hostage to the old logic of exercising power through the division of the state spoils. This logic also includes the latest government crisis, which further widened the gap between the executive and the president, taking the country into an extremely delicate political situation.
Despite the rhetoric often embedded in constitutional texts, the Albanian government and state have clearly shown that they are unable to build institutions that function on the basis of law and public interest. The current crisis is a direct consequence of the failure to separate powers and make them check one another, as a democratic system requires. Instead, the majority has chosen to expand its influence over the institutions, turning the government into an instrument of political bargaining and clientelism.
Under these conditions, Majko’s cabinet cannot be a reform government, but only a survival administration, forced to make constant concessions in order to preserve the internal balance of the coalition. This is also its main political limit. If there is one and only chance to avoid further deterioration of the situation, it lies in accepting the need for institutional dialogue, respecting constitutional rules, and renouncing the logic of revenge. Any other path will only deepen the political crisis and make it even harder to face the national challenges that are approaching.
