A pact for the state

By Laze STANI Just as the current power is marked by zeal in pursuing party and personal interests, it appears equally strong in its inability to serve the public interest. As a result, the government does not take responsibility for solving citizens' problems through the law, but instead tends to solve them through political bargaining and clientelism. In this way, the individual no longer trusts the state, but the party, the clan or the friend. Society as a whole loses its connection with the state and with order. In place of the state, the marketplace is set up. The process of privatization and management of public property has developed in such a way that, rather than creating a free economy, it has encouraged the creation of a network of private interests tied to power. This has brought not only inequality and injustice, but also a weakening of the very authority of the law. When the law is used as a tool to justify deals, it loses its moral legitimacy. In a society built on clientelist ties, the citizen no longer turns to the state to demand justice, but to the political intermediary. Thus the state ceases to be an impartial arbiter and turns into the spoils of the winner. This is the main source of public distrust, corruption, arbitrariness, and endless political conflicts. Faced with this situation, Albania needs a new foundational pact between political forces and society: a pact for the state. This means agreement on the rules of the democratic game, on the limits of the use of power, on the independence of institutions, on the separation of the state from the party, and on respect for the law as a common norm for everyone. Without such a pact, elections will continue to produce not stable governance, but temporary winners and permanent losers; the administration will continue to be treated as the property of the party that comes to power; the economy will continue to be influenced by political ties; while the citizen will remain unprotected. The pact for the state is not an agreement to divide power, but an agreement to place limits on power. It is not a compromise with evil, but a condition for building an order in which political change does not bring institutional collapse every time. Only in this way can the restoration of trust in the state and in the shared idea of the public good begin.
