We report in the official statement while the Serbian delegation at the talks in Rambouillet Castle and the White House of France on the future status of Kosovo. The Albanian delegation, for technical reasons, is still not complete with its advisers and experts. The Serbs, on the other hand, besides Russia, also have experts from several other European countries helping their expertise. The Albanian delegation arrived in France yesterday afternoon with part of its civilian experts. Most of the KLA experts were prevented from traveling to France. In the late evening hours, the arrival of the entire delegation is expected.
The talks in Rambouillet Castle began at 3:00 p.m., but due to the delay of the Albanian delegation they lasted only a few hours. The first session was held in the presence of the Contact Group and then it was believed that the bilateral Albanian-Serbian negotiating session had begun. According to the spokesperson of the Contact Group, the talks at delegation level and then the individual meetings with each group will continue without interruption until the signing of an agreement or the failure of the talks. No time limit has yet been set for how long the talks will last, but an unofficial deadline calculated by the Contact Group is 20 February. Next week is expected to be the decisive week for the talks.

The low interest of the international media could be noticed from the very first day of the conference. Hundreds of journalists had arrived there to follow the conference, but not the media “show.” As soon as the Albanian delegation arrived, an increased media interest was noticed, while it became clear that KLA representatives dominated the attention of the international press. Meanwhile, in front of the entrance to the castle where the talks are taking place, thousands of Albanians demonstrated peacefully in support of the Albanian delegation. The demonstration, organized by the Albanian community in France and Belgium, was larger than any other demonstration ever organized by Albanians in France. They carried numerous banners and slogans calling in support of the KLA and the people of Kosovo. Also, throughout France, interest in the fate of the Albanians of Kosovo has increased, and French television and radio stations have increased coverage of the situation in Kosovo.

An international conference in which the countries of Southeastern Europe, the United States and Japan should take part could lead to a long-term solution to the crisis in Kosovo and other ethnic problems in the region, according to German Foreign Minister Joshka Fisher.

Fisher's views became clear at the Munich Security Conference, attended by ministers and military representatives from around the world.
