Why do we need a government?

To our compatriots everywhere, wherever they are and wherever they have emigrated, in these fateful days of our national history, in these terrible days of the Kosovo war, their human suffering has been increased by a great question: why do we need a government? Our people have the great misfortune of having a government at the head of the country which, instead of doing its duty, does politics. Or more precisely, it behaves like a party that thinks more about propaganda than about the state. Instead of serving the nation, it seems to be serving itself.
In these days, when the whole world has risen up for Kosovo, when NATO has entered open war with the Serbian regime to stop the barbarity, we expected seriousness, responsibility, organization and state courage from the Albanian government. We expected coordination with the allies, we expected genuine support for the expelled, we expected help for the people of Kosovo, we expected management of the national crisis. But instead we see empty declarations, hasty propaganda, institutional confusion and terrifying incompetence.
The government is not a party platform. The government is a state institution. It must speak with restraint, act competently and provide security for citizens. Today citizens feel insecure, because no one knows who decides, who is responsible and who is really running the situation. All these questions arise from the government’s own behavior.
Why do we need a government if it does not organize civil defense? Why do we need a government if it does not coordinate aid? Why do we need a government if it does not speak with one voice with the opposition when the national issue is at stake? Why do we need a government if it treats the tragedy of Kosovo as an occasion for campaigning? These are not demagogic questions. They are the questions of a people who demand a state.
Today we need a government that rises to the level of the nation, not to the level of the party. We need statesmen, not spokespeople. We need administration, not slogans. History does not forgive those who, at the gravest moments of the nation, think about small political gains. Albania and Kosovo today demand great responsibility.
If this government does not understand this duty, then the question will become even sharper: not only why do we need a government, but who needs this government?
