By Sami NEZA It would be good for some leaders proclaimed as commanders and ministers of the KLA or the provisional government to set up their barracks from the “Rogner” in central Tirana, somewhere near Koshare, Llap, or Shala e Bajgores. It is not their public intention to make Kosovo bear a burden, except for the Serbs, whom the Tirana community has had for eighty years now, and their eastern race, closer to Belgrade than to Kamenica in Tropojë, where four villagers were killed with weapons in their hands three days ago. If anything good for Kosovo were to be expected from today’s rulers in Tirana, the seventy-year-old men of Kamenica, the fifty-year-old woman of Padesh, and the fifty-year-old man of Salah would not have been killed in their village, occupied by the Serbs, about two kilometers inside Albanian territory. The people of Tirana who today insult Rugova and declare that they do not recognize the Republic of Kosovo and its institutions have nothing in common with the real KLA, which is in the fields and mountains of Kosovo, fighting with weapons in its hands and not with marks in its hands. The Albanian opposition has learned firsthand what the rule of communists, or former communists, means for Albanian values and the Albanian cause. The Albanian opposition could not choose representatives of official Tirana as interlocutors for Kosovo’s independence, and likewise finds it difficult to develop a strategy with their leaders transferred from Kosovo to Tirana. None of those who sincerely aspire to a free Kosovo can build with them… [continues outside the frame] ignorance of the absolute importance of what is being discussed on Albania’s left. For example, when Krasniqi was in Malishevë dressed in KLA clothes, after only a few days he would be forced to leave the town because of Serbian attacks; Albania’s then prime minister declared that there was Albanian terrorism in Kosovo. Similarly, when the KLA declared that it controlled 40 percent of Kosovo’s territory and that it had suffered losses in the autumn Serbian offensive, the head of Albania’s secret services declared in the British press that a considerable part of the KLA was financed by Bin Laden. It is precisely these theses originating in Tirana’s anti-Kosovo funds that state actors in the West, press analysts, and media outlets across Europe have repeated. A colleague of Krasniqi living in Switzerland, taking part in a debate on BBC World two weeks ago, said this was Serbian propaganda, after a well-known French analyst told him that some KLA leaders were gangsters. Even if we have said that the mud someone spreads about the KLA leadership is Serbian propaganda, this propaganda also has roots in Tirana, among collaborators of Thaçi’s government. Either the collaborators were chosen by the government, or the collaboration is mutual. In a statement issued five days ago, the KLA spoke against Rugova, who was not in the West to satisfy curiosity but to alleviate, as much as he could, Kosovo’s suffering. This points to a consistent detachment of official Tirana from the Kosovo issue, but to its struggle for ideological territory in Kosovo as well, even though those territories there had collapsed before the Berlin Wall.

The Albanian state’s timidity is at odds with the national interest and with the actions of the West The vice-chairman of the Democratic Party, Mr. Genc Pollo, declared today that the Albanian state has a moral and political obligation to sue Yugoslavia at the International Court of Justice in The Hague. “We should not wait for America or Europe to do these things; instead, we should do them ourselves. The timidity often shown by government officials and other services, as well as equivocal positions, are at odds with the national interest and with the actions of the West. Evidence of genocide and other major crimes has been documented in a manner [unclear] throughout Albania,” Mr. Pollo said. “The Charter of the United Nations and the relevant Convention, which provide for the punishment of genocide, offer a comprehensive legal basis for this action. We must simply not be late,” Pollo stressed. The International Court of Justice, based in The Hague, is an institution established by the UN in 1948, and only states can be the accusing or accused parties. The International Court of Justice has no connection with the Ad Hoc Tribunal for War Crimes in the former Yugoslavia, which was established by a UN decision in 1992 and hears cases against individuals brought by its Prosecutor, who is currently Louise Harbour.

Today, 245 days since the murder of the December Leader Every day that passes since the murder of Azem Hajdari, the symbol of democracy and pluralism, proves the involvement of Fatos Nano’s government and his successor in the crime that shook the entire Albanian world.
