Academician and chairman of UNESCO, Mr. Rexhep Qosja has sent the government of Albania a harsh criticism regarding its position on developments in Kosovo. Qosja has expressed a somewhat confused stance, while simultaneously accusing the UÇK of being the cause of the situation in Kosovo. In continuation of this atmosphere, the Albanian government, through its Foreign Minister Paskal Milo, has made it even clearer that it is against the UÇK and that it supports the Kosovo government and its legitimate institutions. In an interview with BBC, Milo spoke out against the actions of the UÇK, saying that “they are actions incited from outside” and that “they aim to destabilize Albania.”
It is clear that the Albanian government's accusations of the involvement of external factors in the unrest on the northern border with Kosovo run counter to the assessments of the situation and the Kosovo problem made by the international factor and by Albanian public opinion itself. In all its political statements, the UÇK has made it clear that its military efforts are seen as an attempt to liberate Kosovo from Serbia and not as a destabilization of Albania. Even the sporadic clashes recorded at the border have resulted from shelling and attacks from Serbian territory.
It is precisely in this context that Milo's statements have been considered a political signal showing that the Albanian government is increasingly openly lining up against the UÇK and in favor of institutions supported by the international community.

NATO operations continued the bombing of Serbian targets. At this time it is clear that Albanians trust NATO more than any other ally. The Albanian population has turned to international information to understand the course of events and developments in Kosovo. Serbian attacks on the border and the uncertainty in the region have strengthened the conviction that only NATO intervention can curb violence and ethnic cleansing.
This is why NATO's word, its officials' statements, and the air strikes against Serbian targets have been met with great interest. At a time when Albanian institutions appear unclear and indecisive, public opinion relies on the Alliance's role as a decisive factor.
Although the suffering of refugees and the severe situation at the border continue, the expectation that NATO will strike harder remains high. This is linked not only to the military aspect, but also to a political hope that international intervention will bring a fairer solution for Kosovo.
