By Sami NEZA NATO’s insistence on continuing the bombing further increases Kosovars’ hopes that they will soon return to their homes. Even after Milosevic’s acceptance was announced at the G8, NATO has intensified its attacks on the Serbian military machine and on those directing the terrorist operations in Kosovo. It has now become clear that the butcher of the Balkans will not abandon his policy of war and genocide except in the face of NATO’s determination, which is matched by diplomatic efforts for a solution that will allow Kosovars to return under the protection of NATO troops. The diplomacy of the great powers, in its efforts these days, must not lose sight of the final goal, nor of the Kosovars’ right to determine their own future. Just as Kosovars are grateful to the US and the West for what they have done for them, they also insist on their trust in NATO. Plans to place foreign troops alongside the displaced Kosovars would provide another cover and reinforce Milosevic’s actions in Kosovo. It is now clear that Kosovars will return only under the supervision of NATO soldiers. It must be borne in mind that we are talking about people who have been forcibly driven from their homes, people who have endured the unimaginable, people whose already immense tragedy would be compounded by Eastern forces and Serbia’s traditional allies, such as Moscow. Kosovo must not become a military marketplace for all kinds of experiments, with peacekeeping contingents deployed according to some other arrangement that could mean the absence of peace in the countries they come from. We must not gamble with the dream of the Kosovars by using any kind of military force. Kosovars have now placed their trust in NATO, and any formula other than this could cause confusion and unrest in Kosovo, rather than resolve the crisis, preserve the Kosovo government and secure its independence. Only such trust and such an arrangement can bring them home, which is an indispensable and important step toward finally resolving the Kosovo problem and that of the entire region in the Balkans. This trust is not merely a feeling or a preference; it is a reality that must be taken into account, a factor without which any diplomacy will fail. If it is not taken into account, Milosevic will soon achieve his “underground” objective, and the results will become apparent very quickly through the colonization of Kosovo and a change in its ethnic balance by the military forces supposedly there to maintain peace. What is being implemented in Kosovo is not the same as what happened four years ago in Bosnia. The divide between Kosovars and the other side is profound, even much deeper than the religious divide in Bosnia. There is also a divide among the people, and even if one fails to see it, thunder can be heard in broad daylight. Before Milosevic tried to send waves of people from Krajina into Kosovo, the intervention of the international community and the Kosovars’ determination to preserve ethnic balance helped avert another ethnic clash in the former Yugoslavia. But any Serbian president who comes to power after him will attempt to undermine this effort with Russian troops or something else in the name of keeping the peace. We must not forget the example of a plan implemented in Serbia a little more than sixty years ago.
