FROM THE FRENCH PRESS The OSCE is right to take Tropoja into account for the observers; but what is the Tirana government doing? For days now, explosions from military vehicles have been causing chaos in the northern Albanian city, a hub of traffic and exchanges between Kosovo and Albania. Our correspondents in Tirana often underline that the OSCE’s work has not been easy. The head of the OSCE mission, Mr. Everts, has been cautious in his assessments of the Albanian government and of the situation in the north of the country. In Tropoja, where the effects of the war in Kosovo have had a direct impact, foreign observers have asked for guarantees of their security. Weapons trafficking, loaded vehicles, movement of refugees, and the blending of state and informal structures have made the area unstable. International representatives have raised questions about the functioning of local order and coordination with Tirana. Nevertheless, in public statements, Mr. Everts has preferred diplomatic formulations, avoiding direct clashes with the authorities. In certain circles this behavior has been called “delay” or hesitation. However, Western sources remind us that the OSCE is not an executive body, but an observing one, and that its reports are often built on multiple verifications. What remains essential is the question of whether the Tirana government is managing to guarantee institutional control over the northern regions, at a time when the Kosovo crisis has shaken the entire Albanian and regional balance. For many French observers, the problem is not only Tropoja, but the model of administration in Albania. If the state delays, then international partners will also delay. And in wartime, that has greater consequences than a protocol dispute.
