The OSCE closed its regional office in Tropojë yesterday for security reasons, officially declaring that “Albania is an area outside the control of the socialist government in Tirana.” The decision by the OSCE office in Albania, headed by Ambassador Daan Everts, comes in response to the killing several days ago of two of its regional staff members, who lost their lives in an ambush at Qafë të Lushës. The two local employees of the OSCE regional office were killed on 10 June by armed bandits, who remain unidentified to this day, just as the perpetrators of many of the killings and crimes that have so shaken the country in recent times have remained anonymous. The OSCE’s decision to abandon Tropojë, more than a preventive measure to protect the lives of its people in Bajram Curri, seems like a protest against the government in Tirana, which has left northern Albania under the control of armed gangs. But now that Ambassador Daan Everts has been persuaded to set up his office in Bajram Curri, it is worth remembering that this could have been done long ago. This is an occasion to remind the respected OSCE ambassador in Tirana that when the office in Tropojë first opened, in March 1998, the blood of Democratic Party activists Avdyl Matoshi, Gjin Kolubcaj and Nam Dizdari had not yet dried. They had been killed by cold-blooded, professional bandits just one month before the inauguration ceremony of Everts’s office. If the OSCE office in Tirana judged then that there were no security problems in Bajram Curri, when gangs controlled all the pedestrian routes in Tropojë, it should follow that nothing particularly different has happened now that Mr. Everts has announced its closure. For it is not only when OSCE personnel are killed that a city, district or prefecture should be judged to be outside the control of the state. The OSCE office in Tropojë remained open even when an armed gang, perhaps the very one that killed Matoshi and the others, attempted to assassinate Democratic MP Azem Hajdari in Bajram Curri. Only a miracle saved him from the bullets, while journalist Bardhyl Pollo, former Director General of RTSH, was wounded at the scene. Indeed, the OSCE office was only a few metres from the place from which the bullets were fired, seeking to take the life of the Democratic Party MP. Meanwhile, Ambassador Daan Everts described the grave incident as a matter of customary law, as though Azem Hajdari were not one of the opposition’s best-known and most charismatic politicians, but an ordinary man from Tropojë with old land disputes with his fellow villagers. The OSCE mission chief’s response to the witnessed assassination attempt on Azem Hajdari was neither diplomatic nor humane. Another followed, perhaps because he had given a negative characterization to the gang that did not carry it out; then perhaps he labelled the other gang that killed two of his mission’s staff in Bajram Curri. The mission managed to have three employees killed in the incident of Albanian nationalization on 12 September in Tirana, about six months after the Tropojë regional office was removed. And what most troubled the opposition in this story was that, from the outset, it identified the local leaders of the Tropojë police as the people behind Azem Hajdari’s killing; they had had extremely friendly relations with Everts’s office from the time it opened in Bajram Curri. Since the OSCE regional office opened in the country’s far north, Tropojë has been controlled by monstrous criminal forces, which continued to operate right up to the tragic day when the local staff of the regional office in Bajram Curri were killed. Most importantly, this area has always had such criminal elements in previous years, and people have died despite having very correct relations with one another—not because of customary law, as Mr. Everts has allowed or been led to believe, but more because of a retreat from a generation that greatly respects one another. Again, the whole town seems during this period to have seen a great effort to sow hatred from door to door and office to office, even as blood was shed in March of that year and again on another occasion, which it is now being defined as, despite the blood covering the OSCE. Despite this, for the OSCE office in Tropojë to have been committed to its work, and for it to have been present during a period of events witnessed in Albania, is perhaps an issue that can now be discussed wherever the dead were lost. But despite having been exposed to gunfire up close, even to the point of its people losing their lives, the OSCE office in Tropojë has decided to declare the area outside state control; this is an unresolved matter that has been left to age. For Albanians in today’s Albania this is one case, but it is another measure under an Albanian flag. The OSCE has not been present at all, instead of only the northern area being under government control... [?]

The deviations of the former communists, who are free and content, and the criminals who took the life of the December Leader show Albanians that they were and remain connected to the killers, who have specific names but are not part of their power. Democrats and all Albanians bear witness that they will never tolerate the fact that Azem Hajdari was murdered. The government must either apprehend the criminals and bring them to justice, or openly declare to the Church that it itself carried out the murder of Azem Hajdari.
