Meanwhile NATO is completing the Kosovo strike plan from the Serbian forces, announced four months ago and begun as a guiding framework, transformed [?] in the terminology of war with the meaning of anti-aggressive advances, the sovereign of an incomprehensible miracle, as has happened, indeed, but the war in Kosovo erupted and was militarized in fact not only as a result of the unyielding will of the Albanians to resist at all costs the Serbian campaign of ethnic cleansing and genocide, but also as an expression of a continued part of the West’s determination to put an end to Belgrade’s brutal subjugation of an innocent and defenseless people. This is how almost all world opinion now understands it, especially those who were still in doubt, that this was not and could not be only a war of the Kosovo Albanians.
Where NATO aircraft began it on 24 March, the KLA fighters continued it on the ground and through the mountains, helped also by the unstinting support of Albanians in Albania and Macedonia. Now that the military operations have reached their end and that Kosovo is being officially withdrawn from by their forces, it is becoming clear that this development was not only the result of a few air raids on Yugoslavia, but also of the West’s determination to see through the project of regime change in Belgrade.
If today the Serbian political class is in panic and the world itself is demanding that it not be enough to punish Milošević militarily, but that his full political and criminal responsibility also be sought, this is linked to the awareness that the Kosovo problem cannot be solved without the downfall of the man who designed and led the Balkan catastrophe.
It is precisely today that stronger reports are beginning to circulate about an organized movement of the Serbian opposition, which aims to get rid of the Yugoslav president. According to a report in the “New York Times,” leaders of Serbian opposition parties have gathered in Montenegro in a secret meeting to coordinate their action against Milošević. It is said that Americans who arrived clandestinely in Yugoslavia are also taking part in these developments.
It is not hard to imagine that such an initiative cannot but have the support of Washington and its allies, who have now made it clear that there can be no stability in the region without Milošević’s removal from power. Thus the movements of the Serbian opposition are read not simply as an episode of internal politics in Belgrade, but as part of a broader international scenario for the postwar period in the Balkans.

Nevertheless, every political scenario of this day should have as its center the Albanians who remained victorious even after the declaration of peace, and not the beaten members of the Serbian regime. This is what is happening with the KLA Albanians and with the organization of Kosovo in this postwar moment, when instead of being directed toward national and state-building reconstruction, there is a kind of effort to diminish their role and to bring under control a factor that emerged from the war at an extraordinary cost.
Today KLA representatives from the operational zones are gathered in Tirana, while projects and proposals are being circulated there for forms of provisional government and for a new political administration in Kosovo. But the way these moves are unfolding, without transparency and in haste, gives the impression of a trap prepared more to neutralize than to strengthen the war leaders.
Such a situation becomes even more troubling when it is known that after many weeks of sacrifice and war, those who carried the main burden of the confrontation with the Serbian machine cannot be treated today as secondary elements. If the Albanian political class thinks it can build Kosovo’s future by bypassing or underestimating the KLA, then it is making the biggest mistake of these years.
Kosovo does not need political traps, but a broad national agreement in which each actor takes the place that belongs to them. Otherwise, not only will the great energy of liberation be lost, but the way will be opened for new internal conflicts at a time when the people expect order, institutions, and a return home.
