The time for early elections

Early parliamentary elections are a phenomenon regarded as taboo in Albanian politics. This is because the country's power, regardless of which political force it belongs to, has considered it an inalienable right to carry its mandate through to the end. This at a time when Albanian governments have always remained at the levels of failing to deliver and failing to keep promises. Moreover, the lack of political will to reflect this phenomenon is proven by the fact that the Constitution adopted by referendum in November 1998 does not sanction the procedures for such a solution. Hence there is also the conviction that the Albanian political class, regardless of what it says in public, is privately interested in avoiding such a development. In fact, the institutional steps opened by the opposition's non-participation in Parliament constitute, with such a development, a precedent that could be used as an argument for escalating the boycott decision. From this perspective also comes the opposition's demand for the calling of early elections, a demand that is politically cast in doubt as sincere. In such an analysis it has often been pointed out that the current government is not interested in going to new elections, while the opposition seeks this only as an instrument of political pressure.
On one side of the political spectrum, as in other Eastern European countries, early elections have come as a solution at moments of institutional crises and governmental incapacity. This experience shows that it is not an absolute taboo, but a democratic mechanism activated when the crisis of legitimacy becomes deep.
