The Prime Minister’s spokesperson, Thoma Gëllçi, who got ahead of the newspapers when he said that the government would also consider the possibility of returning the Treasury after first identifying those responsible, announced a few days ago that Meta had met with Klosi, Poçi and Rakipi, and then that Meta and Rakipi had met with Cani. The question now arises: what was Rakipi looking for in Prime Minister Meta’s office? Has the Prosecutor’s Office started investigating the theft of the Treasury or not? If so, who is the accused? Everyone knows that in this case the accused is the government, since it is the one that suffered the calamity. So how is it possible for Meta to summon Rakipi to his office to discuss a matter in which one is the accuser and the other the accused? Regardless of Meta’s attempt to pass the buck to Poçi and make him bear responsibility for failing to guard the Treasury, this changes nothing in principle. The Bank Governor, Shkëlqim Cani, is also implicated in this accusation, since all the laws—even the Constitution that the latter’s party adopted two years ago—state that he himself is responsible for holding and administering the foreign-currency reserves of the Republic of Albania. The Treasury was, of course, part of those reserves. So what business do the government and the Prosecutor General have meeting with the Governor of the Bank of Albania to discuss a matter in which they are parties with diametrically opposing roles? These are not accidental paradoxes, but simply aberrations that reveal the chaos engulfing the implicated branches of the state today as they seek to uncover the consequences—or even to cover up the traces—of the looting of the Treasury. Rakipi cannot meet with Meta and Cani to discuss the Treasury unless the latter are summoned to the Prosecutor’s Office as defendants to testify.
