Council of Europe condemns the October 1 elections
Not a single good word in the Council of Europe’s final report. In its sights: the CEC, voter lists, the Electoral Code and other irregularities
“The CEC was not a non-political, independent commission. It was controlled by the government. The CEC operated without internal regulations, often made decisions at unofficial meetings, and delayed publication of the results without reason...”
* The Council of Europe denounces the manipulation of the elections in Tirana and Durrës, detailing in its report all the irregularities observed, as well as the manipulated results in Durrës and the CEC’s arbitrary handling of the DP’s complaints.
* The Council of Europe confirms that thousands of voters were deprived of the right to vote and discredits the government’s voter lists. It calls for these lists to be compared with the DP’s lists.
* The Council of Europe condemns the handling of complaints by electoral commissions and courts as inappropriate. “A number of valid complaints were rejected without any explanation, the announcement of the final results was slow and incomplete, and the CEC took no action to remedy the shortcomings observed on October 1,” the report states.
