PD clans emerge in the apartment mortgage issue
AGREEMENT/ The pact between the Tirana municipality and the two ministries is devalued
Clashes in the parliamentary committee. Local government sends back the draft law prepared by the Ministry of Public Works for the legalization of 400 apartment buildings. Basha’s campaign promise falls, after he accused Edi Rama News The Committee on Productive Activities in Parliament returned yesterday a draft law prepared by the Ministry of Public Works and Transport, which foresaw legal changes to pave the way for the mortgaging of unregistered apartment buildings, whose investor can no longer be found TIRANA Genc Kondi The mortgaging of unauthorized apartment buildings in the capital is heading toward failure. Yesterday a draft amendment to law no. 8402 “On the control and discipline of construction works” was submitted for discussion. The act, in the form of a draft law, which had also been approved in the Council of Ministers, concerns opening the way for the mortgaging of several hundred apartment buildings, which had been one of the main promises of the mayor of the capital, Lulzim Basha, during his campaign in May of this year. According to the legal director of the ministry, Iglon Peçi, the draft law provides a final solution for all those buildings whose investor cannot be found or whose company has gone bankrupt and therefore cannot be mortgaged. Its amendment would open the way for the legalization of these buildings, 400 of which have been identified in Tirana... continued on page 7 In the photo: Minister of Public Works and Transport, Sokol Olldashi, Mayor of Tirana, Lulzim Basha and Minister of Justice Eduard Halimi signing the mortgage agreement

A testimony outside January 21
BLOG/Periphery
BY ALBA MALLTEZI A testimony outside January 21 When Chief Prosecutor Ina Rama appeared before the media to make public the investigations that led to the request for the arrest and imprisonment of the head of the Republican Guard for the direct killing of an Albanian citizen, a doubt came to me: Has the prosecution submitted to the Tirana Court all possible evidence so as not to leave room for alibis for those accused of murder and of blatant concealment of evidence? Today in the newspaper Shekulli, journalists Flamur Vezaj and Lindita Çela reveal that the testimony of the Guard’s chief armorer, Mark Ndoji, who says that the Beretta pistol no. P52796Z belonged to Ndrea Prendi, the Guard chief accused of killing citizen Faik Myrtaj with this pistol, had been left out of the file submitted to the Tirana Court. The latter hastened to grant “house arrest” to the persons accused not only of murder, but also of concealment and blatant manipulation of evidence. Well then, after a year of investigation, the prosecution has the luxury of leaving important testimony out, putting into question and into conflict an entire public opinion over whether “it is or is not the pistol that killed Myrtaj and Ndrea Prendi”. When we speak of accountability, of a sense of state and of justice, we must think that every component of society should do its work well and honestly. The media, despite extreme difficulties and the struggle for survival, has managed to bring truths to light. The same commitment and professionalism is required from the fair and honest part of the judiciary: Even one thing can change the course of the truth, let alone a testimony. Are there other facts left out of the January 21 file by the prosecutors handling the case? According to the journalists, the prosecution will complete the file at the Court of Appeals. ...even one hair can change the course of the truth, let alone a testimony...
