BY ZEF BROZI* Elections depend on the commissioners Precinct Voting Centers and Vote Counting Commissions Fundamental changes must also be made in the composition, selection method and functioning of the commissions in polling and counting centers. The best international practices should be used, those that suit our names and our country. I think Mexico, even though it is not known for having a consolidated democratic state, although until 1986 there was a major problem of election manipulation there (as there still is today in Albania), offers an excellent model for Albania regarding the Commissions at Polling Centers. These commissions in Mexico are not appointed by the parties, but by the Electoral Institute (that is what the Election Commission is called), which selects them from among citizens. Serving in election administration is considered by the citizen as a civil and civic duty, similar to juries in America. In the 2006 elections the Election Institute selected 7.2 million citizens to train them for the elections and from these it selected 913,000 people to run the elections in 136,477 polling stations. These commissions made up of citizens themselves prepare the polling center and organize the entire voting procedure, count the votes and produce the result of the vote at their center. Observers from political parties, non-profit organizations and international institutions have the right to observe the entire voting and vote-counting procedure.
