Comment BY PREÇ ZOGAJ Corruption and transparency The digital government promoted by Prime Minister Berisha is the last in Europe and among the last in the world in terms of transparency with the public. The World Right to Information Rating for 2011 ranked Albania 81st out of 89 countries analyzed. Serbia and Croatia are much better than us. Even Kosovo is ahead of us in this field. The above data were published this week in Tirana at a round table of civil society, which focused on the implementation of the Law on the Right to Information and the need to amend it. This law has been in force for more than ten years. During this time Albania has made significant progress in introducing modern information technology. Outwardly this kind of technological revolution should have given a strong boost to the implementation of the law in the sense that information requested by the media or by various citizens would be obtained in record time by email. In reality, the opposite has happened. In the sense for which it was created—first and foremost to force public institutions to give citizens that unclassified information that they cannot find published anywhere—the law has become almost unusable. There is plenty of “information,” but little knowledge. This is the great trap that has been set for the Albanian public’s right to transparency.
