According to the authors, this would equalize citizens' votes and would favor the entry of small parties into Parliament. Comment BY STEFAN FYLE* 2012 can be a European opportunity for Albania If last year was not very good for Albania in some aspects linked to the path toward the European Union, 2012 offers many more opportunities. Over the past months we have seen progress in a number of areas and I will discuss them with my Albanian colleagues during my visit to Tirana this Thursday. During the talks, I will encourage the government, the opposition and the Albanian people to continue their efforts to achieve further progress in implementing reforms. I also wish to encourage all actors to continue their cooperation and work on reforms based on consensus in order to achieve the necessary critical results, which are essential for Albania to move forward. This is necessary not only for the process of integration into the European Union, but also to improve the everyday life of the Albanian people. After the political agreement of November 2011 between the government and the opposition, I see that real efforts have been made by both political sides to move reforms forward. There are already some solid achievements such as the transparent election of the Ombudsman, the adoption of several laws requiring a qualified majority of 3/5, and serious progress in the work on electoral reform and reform of the Rules of Procedure of Parliament.
