The shareholders of the cement factory in Fushë-Krujë had planned to eliminate one of the business partners. This is what Bashkim Zalla, one of the members of the Zalla family in Fushë-Krujë, claims. In February 2012 he was sentenced to 4 months in prison for threatening shareholder George Jeha, of the company where the director was Anwar Rizk, the 43-year-old Palestinian who was executed three days earlier. Bashkim says he had full knowledge of their plan to kill Charles Bouri by paying a full 1.5 million euros for the murder.

Comment BY AFRIM KRASNIQI (For) the election of the President In recent days the process of new presidential elections has taken a new turn with the start of institutional talks between the main political parties. Everyone meets with everyone, including those who have a concrete project, those who have an ambition, and those who have direct or indirect political vetoes in the election. Formally, it seems that the political spring of 2002 and 2007 is being repeated. Then, as now, there is a fragile majority in the face of the real chances of imposing the presidential name, there is an opposition that seeks to impose rules, criteria and concrete names, there is visible international political pressure for the most consensual election possible, and there is high public sensitivity. Along with the office of the president, the fate of several important constitutional institutions, the prestige of functional democracy, the test of maturity for the political class, the fate of the governing majority and the prologue of the upcoming parliamentary elections are at stake. Unlike 1991, 1992 or 1997 when presidential elections were a formality for the winning majority, in 2002 and 2007 other terms of reference were used: in 2002 a consensual name with public recognition was elected, in 2007 a political name with the highest public support quotas. In 2012 the positions are extreme: on one side it seeks the model of 2002 (PS) and another side seeks a return to the models of 1992 and 1997 (PD). In 2002 and 2007 the country was not near parliamentary elections and the governing majority did not have any numerical problem to remain in power, which is the opposite now; parliamentary elections are near and the majority is held... ▸ continued on page 6
