The parliamentary majority in Parliament was reduced yesterday to 68 votes, as became clear in the vote on the excise law. Three LSI deputies, Meta, Tavo and Koka, as well as the PDIU deputy, boycotted the vote, leaving the majority without quorum. The Council of Europe and the Albanian chance

Comment BY AFRIM KRASNIQI The statutory rule of the Council of Europe is clear: every member state, on a six-month rotation and based on alphabetical order, takes over the chairmanship of the Council of Europe's Committee of Ministers. Albania was admitted as a member of the Council of Europe in 1995, the year in which the chairmanship went to Cyprus and today, 17 years later, after Ukraine and Great Britain, it is Albania's turn. In November 2012 the chairmanship will pass to the next in line, Andorra, and with this composition of the Council of Europe, our next turn at the helm will be in 2035-2036. This rotating leadership practice has special value in terms of trust and representation for the 47 member states, makes them feel part of important decision-making, and is also applied in other collective organizations such as the EU, OSCE, etc. So it is not a contest in which achievements and political and diplomatic ability are assessed, but a formal “gift” that comes because of membership in the Council of Europe. Naturally, the turn to lead the Council of Europe’s ministerial body is news and a good opportunity for any government and administration that is in office during the relevant period. This is an ideal chance to promote achievements through (inter)Albanian projects in foreign policy, for an active role of diplomacy in encouraging political dialogue, cooperation and peace in the region and beyond, as well as for raising the level of responsibility and seriousness in the behavior of the Albanian state in its relations with the other member states of the Council of Europe.
