BY ENTON ABILEKAJ The Two Albanias of Europe Albania’s position on the verge of obtaining candidate country status for membership in the European Union is unclear. Since May it has held the presidency of the Council of Europe, meanwhile, since 2009 it has been under the moni- toring of this institution for the fulfillment of obligations as a member state. Added to the con- tradictory report with the CoE is also the relationship with the OSCE. The office of the Organization for Security and Cooperation in Europe in Albania was reopened because Al- bania is judged to be a country that must be kept under supervision and under international assis- tance. These two institutions care for human rights, for elections, for state institutions and for justice. On these basic issues Albania is considered a developing country, however this does not prevent its progress toward the European Union. The human rights problems published in the annual re- ports of Human Rights Watch (HRW) and of other organizations and institutions place Albania very far from the member states of the European Union. In just the last 2 years, 2011 and 2012, HRW has made 6 statements directed at the prime minister. In 2011 it asked him not to interfere to hinder the investigation into the January 21 killings, in 2012 it asked him to publicly rebuke... ► continues on page 8
