The consensual law on parties prohibited the creation of political parties in the diaspora, parties with Western financial support, and those based on dissent, from political prisoners. Prisons and borders were opened only when the parties had been created and had taken shape, the policies of the regime or the anti-communist diaspora were forced to choose the lesser evil, the anti-communist front led by the PD facing the greater evil, the communist coalition led by PP(P)S. The hope for a competitive multi-party system, in which political sides would dictate democratic norms of dialogue and cooperation, debate and political struggle, was still great.
