Editorial BY Genc Kondi Foreigners who leave, foreigners who stay Yesterday, foreign media comments regarding the conflict that has arisen in Albania between CEZ Group and the government were extremely critical. Even a notice from a well-known Austrian economic newspaper was striking, according to which Verbund, one of the builders in the Albanian energy system, with the Ashta HPP, but which had expressed its intention to take part in other projects, stated that it would reconsider its position after this event. CEZ is the number one listed company in central Europe, and for a European it is difficult to understand how the public sector in a country refuses to pay bills for a service. The state is created to protect and implement the legal framework in practice, whereas the Albanian state has acted openly contrary to the spirit and articles of the laws in force. Such a stance by the Albanian state is hardly helping that state. Investors are not attracted only by declarations that we are better than others or that we have adopted successful reforms. Everything falls apart with the arrest of the investor’s employees or the imposition of staggering fines, which aim to continue the practice of the state not paying its obligations to the private sector.
