Editorial BY AFRIM KRASNIQI In Albania we have 122 political parties, around 1,800 non-governmental organizations, 28 daily newspapers, 6 parliamentary parties, 140 MPs, 14 ministers and around 1,214 senior executive officials in central and local government. We have parliamentary and local elections every 4 years and presidential elections every 5 years. For a country of 2.8 million inhabitants (according to INSTAT) and 1.1 million emigrants, this formal balance seems to reflect a high democratic standard. According to the US and the European Union, this is not enough, and in their political reports Albania is still ranked as a fragile democracy in terms of the substance of its public life. What distinguishes a democratic society from a pre-democratic one is the relationship between law and the individual, between the politician and institutions, between the citizen and the ruler, between the declared right and the one actually applied.
