Commentary BY VIRON BEZHANI The masters of gambling The Albanian government, in the middle of an election campaign and the chaos it has created through its incompetence, has recently begun to think about the “life” it will lead after losing the 23 June election. And it has found the mechanism to achieve this, by taking away from the state budget a part of one of its largest sources of revenue, namely gambling. But how? By approving a law that allows gambling to be granted in concession. Something unheard of and unseen, that a state grants its own administration in concession, an action or example that cannot be found anywhere in the world. As far as the legal side is concerned, the government has issued a decision according to which gambling can also be monitored. But it has not specified such a thing, and so today this fact is being abused, making things so heavy and so frequent. The government itself even confuses the term concession with monitoring. But this issue also has a moral and political side, and this is shameful, since this concession is being granted 3 days before the elections, so this decision is shameful. One of the government’s failures in this field is the concession of the national lottery, which in terms of the way it was carried out, the criteria it took into account, the prejudice that accompanied it... ► continues on page 19
