The messages of the Berlin Summit
136 years after the Congress of Berlin, where the Great Powers of the time defined the new Balkan political map, once again in Berlin, once again on a German initiative and once again with the presence of the EU Commission President Barroso’s representative, the Balkan states are gathering to create a new agenda for development and European integration. Unlike Bismarck’s assembly, today nobody speaks anymore of “geographical expression”; unlike the centenary of the outbreak of the First World War, which began precisely in the Balkans, today the talk is more about conflicts and borders; and unlike any past, today’s Berlin has two Albanians, the prime ministers of Albania and Kosovo. This historical comparison is valuable not as an end in itself, but to reassert historical truths: the fate of the peoples of the Balkans has often been predetermined outside it.
