COMMENT BY Bajram Lamaj A major challenge faced by KLSH as part of its reform, as a modern and contemporary institution that responds to the steps taken by all structures of the Albanian state for European integration and the approximation of legislation, and promotes a better understanding of the role and duties that KLSH has in society, namely for the public and the administration. The approval of the new law by the Albanian Parliament has put this institution before major challenges, the main one being that the work, activity and products it produces, which must be transparent, that is, visible in the public arena, while communicating openly with the media and interested parties from both civil society and the administration. The work started over three years has borne fruit, and today everyone can access information from KLSH through the website, workshops, publications, more than 30 published scientific methodological books and the periodic scientific journal, etc. Accountability and transparency are two important elements of good governance; the first lies in the impact that the responsibility of local leaders has on the management of public administration in service of the community, but also in accountability before the public and the competent institutions. continued on page 15
