WE MUST RESPOND IN THOUGHT AND ORGANIZATION TO THE GROWING DEMANDS OF YOUTH
The very age of youth, its ideological and political level, its cultural horizons, and its rapid development along the road of all-round emancipation give rise to new demands. Meeting them, as the 8th Plenum of the Party’s Central Committee also stressed, is a task not only for BRPSH, but above all for Party organizations and state bodies, for schools and cultural institutions.
Today’s youth have many demands concerning art, culture, literature and sports. They want to be entertained, to take part in many activities, and to attend performances, concerts, sporting events and television programs. They expect all of these to be of high quality, to entertain and educate them, to help shape their personality and contribute to communist education in general. It is a fact that, especially in recent times, the youth organization, from the grassroots up to the Central Committee of BRPSH, has gained good experience in organizing various cultural, artistic, scientific and sporting activities, etc., but little is being done. Much can be said about new forms and original initiatives, but the condition of cultural centers in some districts and other cultural facilities—for example, in the districts of Pogradec, Mirditë and Kukës—falls short of what is desirable and speaks of an evident failure of assessment. Only those who have climbed the previous steps can ascend to the new levels demanded by the times. Specialized cultural-artistic, sporting and other institutions, too, have major responsibilities in responding to the demands of youth. Some recent publications, particularly novels and poetry, the best productions of our Kinostudio, the presentation of popular music on TV, translations of several masterpieces of world literature, etc., are considered pleasing. But young people’s appetite is for more. New and interesting forms can be found in the course of work. The Tirana Sports Center could have shut down during the winter months and waited for summer to come alive again. But its enthusiastic workers found ways to attract young people and children in winter, showing sports films in its halls, organizing discussions, performances, competitions, activities and exhibitions, and preparing feature materials, TV pieces, translations and discussions. In these activities, especially for young people and children, different kinds of sports can be used, such as mass-participation sports and sporting events, etc. As part of the other measures to be undertaken by youth, cultural-artistic organizations, sporting bodies, etc., have the opportunity to contribute more. A broader range of forms, content and quality in these activities would increase their educational impact and young people’s aesthetic education. During discussions among young people on the important materials of the 8th Plenum, valuable ideas were also put forward for improving work in these fields. Youth have proposed that some of the cultural funds of enterprises, which are administered by their management and are not infrequently wasted or used ineffectively, should be administered by the youth organizations themselves. Yesterday the Ministry of Agriculture held a meeting at the “8 Nëntori” agricultural enterprise in Sukth, in the district of Durrës, to analyze problems and ways of increasing the production of vegetables and fruit for export in 1990. It was attended by managers and specialists from cooperatives and agricultural enterprises with responsibilities in this field, heads of agricultural sectors and chairmen of executive committees from 12 districts, representatives of ministries and departments, agricultural scientific research institutions, and other guests.
Also attending were Comrade Adil Çarçani, member of the Political Bureau of the Party’s Central Committee and Chairman of the Council of Ministers; Comrade Pali Miska, Deputy Chairman of the Council of Ministers and Minister of Agriculture; Comrade Muhë Asllani, and First Secretary of the District Party Committee; and other comrades.
Speaking about several problems concerning agricultural exports, Comrade Pali Miska said that, for 1990 and beyond, our country, in accordance with the Party’s directives and Comrade Ramiz Alia’s instructions, must fully meet the people’s demand for agricultural and livestock food products. Production should be directed toward domestic consumption, while the proceeds from exports should secure the country’s needs and, in the future, cover the needs for imported machinery, equipment, etc. Dwelling on the priority given to increasing agricultural production for export, he stressed that this was of great importance for strengthening our national economy and called for a more accurate understanding and assessment of exports, while better mobilizing workers’ creative energies. Meeting export targets, he said, is also important for the enterprises themselves, since it secures them greater income.
He also spoke about several issues involved in strengthening agriculture’s cooperation with other branches of the economy; further developing the work of the new enterprise EKSK-MAGRO, established under the Ministry of Agriculture by a special decision of the Council of Ministers; extending and applying, starting this year, the experience of the most advanced producers in achieving high vegetable yields; increasing greenhouse areas covered with plastic through a campaign; and using materials, economic resources and energy more effectively, etc.
Comrade Adil Çarçani also spoke at the meeting. After praising the work of this meeting, held in time to define concrete measures and prepare for the many tasks required by the new season of agricultural production of fresh vegetables and fruit, for supplying the people and for processing, he addressed the specific targets in the 1990 plan for agricultural exports. Agriculture has major tasks, he said, first of all to supply the people in town and countryside, but also to better support the country’s foreign-currency balance by increasing exports of fresh and processed vegetables and fruit. The drive to increase agricultural and livestock production must become a major movement throughout all the country’s agricultural economies. The Party supports the major tasks set out in this year’s plan for producing fresh fruit and vegetables with the material, technical and human resources built up during the years of people’s power.
He noted the work already under way in heated and solar greenhouses to meet this year’s targets, as well as several technical and organizational measures supporting work in this sector.
In the discussions, managers of agricultural enterprises, agricultural specialists and chairmen of district executive committees exchanged views and raised issues concerning better coordination among producers and the other bodies involved in exporting agricultural products. Attention was drawn to the need for the transportation of produce and packaging to respond better and in good time to the specific requirements of agricultural exports. The role of the specialist, it was said at the meeting, must be decisive in applying every stage of the agrotechnical process, especially in protected environments where early vegetables for export are grown. The successful experience of several districts, enterprises and sectors that achieved good results last year was also presented, and the available approaches and opportunities for replicating the most advanced producers’ results among the others were pointed out. The participants expressed confidence that the measures already taken and those still to be taken, together with the general mobilization of all workers, both in agricultural enterprises and in the ministries and departments connected with them, would meet and exceed the 1990 targets.
In the discussions, agricultural managers and specialists stressed that improving work on exports of fresh vegetables and fruit must not become an end in itself; alongside it, the targets for supplying the domestic market throughout the year with these products must also be met, and 1990 brings demanding targets in this area too. The aim is to keep the entire market supplied with fresh produce every day; and by “the market” we mean not only the state market, but also the cooperative market in town and countryside.
