CONVERSATIONS THROUGH THE NEWSPAPER
The organization of enterprises on an economic-accounting basis and on the basis of self-financing has led railway transport to be viewed from new perspectives. On the other hand, productive changes and the ever greater move away from imported goods are demanding more suitable solutions for railway transport. These problems are also pointed out by the chief officer of Durrës station, comrade Anastas Spiro. Speaking about the state of transport at this important node, he stresses that not all possibilities have yet been exploited to better meet the needs of the economy. The requirements for increasing the volume of goods call for a better reorganization of work, more rational use of wagons, reduced time spent in stations, and greater responsibility in fulfilling the plan. In this context, he emphasizes the importance of coordination with dispatching and receiving enterprises, with the port and with other branches of transport, especially in conditions where cargoes often change direction and destination. According to him, there are major reserves in technological discipline, in the use of existing means, and in strengthening control over the implementation of the schedule. The article also points to the need for greater care in wagon maintenance, in avoiding empty return trips, and in speeding up the processing of documentation. These are links that directly affect the rhythm of supply to the economy and the fulfillment of export and import plans. The article stresses that improving railway transport is closely linked to the joint work of all the links of the economy, to the correct implementation of tasks, and to the initiative of collectives in overcoming difficulties. Poor organization • Little utilization

In many communes of the Dibër district, work on exploiting local resources and improving production organization remains below the demands of the time. According to observations made in the field, delays in securing materials, poor coordination between sectors, and insufficient follow-up of tasks have caused obstacles in the fulfillment of plans. Shortcomings have been observed in land use, in the concentration of labor forces, and in putting existing capacities into operation. In some enterprises and agricultural cooperatives, although there are possibilities for expanding production, there is a lack of sufficient organizational and economic incentive. The article calls for greater responsibility from cadres, stricter control over the implementation of tasks, and fuller use of internal reserves. Acts of some hooligans in Tirana
On the evening of 2.7.1990 around 8:00 p.m., several uncultured young people, incited by antisocial elements, carried out unlawful acts in the center of Tirana. This act caused a crowd of many curious passers-by to gather. Representatives of social organizations and of local власти, as well as public order officers, were called in; they intervened to calm the situation and clarify matters. Some of the people left, while others continued to remain, obstructing traffic and public order. The competent authorities took measures to restore peace and to identify the instigators. The event is condemned as an expression of hooligan and irresponsible behavior, incompatible with the norms of socialist coexistence.
