PEREZ DE KUELAR CONCLUDED HIS VISIT TO OUR COUNTRY

For the livestock sector’s “little winter”

- BERAT - The district of Berat has seen an increase in milk production. This is due, among other things, to the regular supply of feed to livestock. How will this supply continue from now on? Here is the picture: by the last few days, about 70 percent of the corn for silage with ears had been planted across the district. The good work of the cooperative members of Lapar[d]hasa, Posh[n]ja, Donofrosa, etc., who have completed their task, ensures a high yield of over 400 quintals per hectare. But Kutallia, Perondia, Gorcani, Kozarja, etc. are below the district average. What is expected of the managers and specialists of these enterprises? And what about those in Duhana, who have not yet started? Across the district, of the 21,000 tons of spring silage planned, about 5,000 tons, or 22 percent of the target, have so far been prepared. These figures show that the pace is slow; indeed, we would call them “cracks” that may be heard tomorrow in milk production. ASLLAN SARAÇI

Planting must be speeded up

OBSERVATION FROM KORÇË The end of April was the deadline set for completing the planting of all spring crops in the district of Korçë. While tobacco was planted across the entire planned area, there were delays with corn and beans. Mid-May is approaching, and corn planting has been completed in only 14 agricultural enterprises out of the 28 that grow it. In some enterprises, such as the one in Miras, the figures are even lower: 20 percent of the area has been planted with grain corn and only 15 percent with corn for silage. Panarit, Sovjan, Polena and Gurkuqi are also behind. The same slowness can be seen in bean planting. Only 12 enterprises have completed their task. Once again, Miras[i] is the most behind: of the 146 hectares planned, it has planted only 8 hectares. The large-grain beans, for which the district has export targets, have also not yet been planted across the whole area. KOSTA DUKA

Better supply

- PUKE - At the NFP in Fushë-Arrëz and the trading enterprise for buying and selling in Pukë, the period’s plan has been exceeded. The NFP was awarded a sheet-metal plaque for the four-month period. At the other enterprise, the leading buyers include traders from Fushë-Arrëz, Gjegjan, etc. The ranking changes from day to day, because they are engaged in a genuine competition to fulfil their tasks as well as possible and serve the people as well as possible. The Pukë municipal repair and services enterprise has also fulfilled its period plan. Its director, Prendush Koci, says that every service provided to the people must be better each day than the day before, from maintaining the town’s facilities and homes to making clothes to suit every citizen’s taste. This is a constant demand that adds to one’s duties, but also brings satisfaction. HALIL BUCAPAJ

From the visit to Fier and Berat

On Sunday, the UN Secretary-General, Javier Perez de Kuelar, together with the Minister of Foreign Affairs, Hav[i]er Perez de Kuelar, visited the districts of Fier and Berat. At the “Maj[a]” tourist site in the city of Fier, he was welcomed by Anastas Pone, chairman of the district’s Executive Committee of the People’s Council. From there, Perez de Kuelar and those accompanying him went to the ancient city of Apollonia, where they were received by Korkuti, director of the Archaeological and Museum Centre. The archaeologist Neritan Ceka introduced them to the culture and history of this ancient settlement and to discoveries made over many years, including the promenade, the Odeon, the hall for musical-literary performances, the building of the city’s highest bodies, original settings and works of art from different periods of antiquity and the Middle Ages. Perez de Kuelar asked about the continuation of archaeological excavations in the area and praised the great care taken to preserve and restore the material and cultural treasures of antiquity. At the “Onufri” iconographic museum, Perez de Kuelar particularly admired the art of Albanian painters of the Middle Ages, especially the rich masterpieces of the distinguished 14th-century painter from Berat, Onufri, his brother Nikolla, and their other followers, whose work is notable for its high standard and refined combination of colours. In the museum’s visitors’ book he wrote: “It is a pleasure to have visited this treasure of Albanian culture. I hope that this admirable city will be consolidated and respected as a cultural treasure of humanity.” In honour of the UN Secretary-General, Perez de Kuelar, Stavri Rista, chairman of the district People’s Council Executive Committee, hosted a lunch at the tourist site in the city’s ancient castle. During this visit, Javier Perez de Kuelar was greeted by residents of the cities of Fier and Berat. He was accompanied by the Minister of Foreign Affairs, Reis Malile. (ATSH)

The May 1990 concerts began

Last night, the May 1990 concerts began in the hall of the Opera and Ballet Theatre in the capital. They are one of the year’s major mass events, organized by the Executive Committee of the People’s Council of the district of Tirana. For several consecutive nights, amateur and professional troupes that won at the meetings held during April in all four regions will compete with their best creations. There are 19 groups from artistic institutions, economic enterprises, cooperatives and agricultural enterprises, schools, and Enver Pioneer Palace. For the first time, these concerts also include the artistic ensemble of the shoe factory and light-music groups from the Palace of Culture and the Tirana variety theatre. The artistic groups from the “Kongresi i Përmetit” eight-year school of music and Enver Pioneer Palace, which opened the May concerts, presented a rich programme to art lovers. They began the concert with the song “It’s Not Easy to Be an Artist” and continued with musical pieces such as a ballad and a prelude for string orchestra, a romance for piano and orchestra, a dance for a group of violins, a piano sketch, etc., and concluded with the choreographic piece “Fragrance of Arbëresh Flowers.” The young artists sang with feeling about their happy, joyful life in our socialist Homeland, under the Party’s constant care. In the programme of the “Jordan Misja” secondary school of arts ensemble, the leading place was given to pieces for string ensemble, a fantasy for piano and orchestra, an overture for symphony orchestra, and the choreographic pieces “E djel[a] jonë” and “Djalli e flutura,” etc., which were applauded for their accomplished performance and interpretation. INSPIRATION FROM SUKA OF PËRMET

- Notes on the private yard - With the great mission of further perfecting our society, the decisions of the 10th Plenum are finding an increasingly strong response among the entire people. Its valuable ideas naturally resonate among the people through this great cultural tradition, an ancient and modern tradition. Its clear words point the way to a better life; the Party must listen every day. And when these important decisions are explained to Comrade Ramiz, what happened these days in the centre of the country? [unclear text] We arrived in Sukë on Sunday, 13 May, a full 10 days after the meeting, which seems not yet to have ended. “They say they were moved, what is it, what did they do that day?” What have they achieved and what are they preparing for? We spoke with them. Sabri Muhoja says that they held their meeting with Comrade Ramiz Alia as they talked and prepared with him about the cooperative, which they now wish to call Kodër e Kuvendit. It is our tradition to preserve these things in assemblies and put them into practice first in life. “All 80 families that we are have received livestock,” says Sabriu. “We distributed the cattle and small livestock among ourselves. We keep them at home, but raise them together. We have three herds: two of small livestock, kept separately, and one of cows; we will make another herd of cows too. I get 4–5 kg of milk a day; we also make gjizë and cheese.” Whoever has a cow also makes cheese. It is not that we did not enjoy the herd, but in some villages the state [and difficulties], although we too had pens. We have the conditions to keep livestock, and Përmet has [unclear text]. The mountain is there. You all return happy. With grass and leaves, grass that will be stored in the barn, we feel like villagers; we seem freer to talk and work. We had, after all, moved somewhat away from livestock farming, [unclear] valuable, but what is a villager without village work? The produce is kept better at home; we distributed the lambs for meat and none of them died[?]. The livestock keepers then [unclear], and society also flourishes as it grows. After the leader’s responses about the development of Përmet and its villages, it seems that Hekur[a]n D[a]shollari’s way of working has become an even better model. The decisions of the Plenum. - Notes on the private yard - Notes on the private yard. [The text in this section is partly illegible.] We stand by this; it is one of the important things in our life: to have more livestock, more milk. Incomes will rise, and we will advance our culture. “I want to have every kind of livestock, to get up for it and look after it now, to serve it when it gives birth, fix the shed, and teach it the way when I take it out with the shepherd.” Here are some other difficulties that seem sociological: “It depends on a day and the family of Asllan Lalanit, Al[i] mother in the Romenj[t] plain, somewhat aside, and she will come to Sukë, down here herself; she has even opened up a plot here. But do you know what she said?” “Now that I have received the livestock, I’ve changed my mind. I’ll raise it here where I am. As a teacher, I don’t see any problem for the children or the teacher as before; nowadays the children come to us more cheerful and better prepared.” But have they started calming down from the shaking (field) with a double-yoke? And raising oxen now is difficult, since it meant using up the oil. Hekurani continues with details that call for protection: “We tell the pensioners, Comrade Mehmeti and Qerim Lika, that there was no food in the club; what, [unclear]? They gave me the first assistance; it happened that I stayed with the first [unclear], with a kind of [unclear], I have five members of the family. Look.” (Continued on page 2)

Interview before departure

Before his departure, the UN Secretary-General, Perez De Kuelar, gave an interview to Albanian Television in which he stated: The official aspect of my visit has to do with the interest with which I accepted the invitation of the Albanian government as Secretary-General of the UN, so that I could establish direct contacts with the Albanian authorities. The friendly aspect is the satisfaction I felt in visiting one of the most beautiful areas of the country, which I have admired for a long time, considering its heroic past and the traditions it has steadfastly and carefully preserved, as well as the particularly close relations between the UN and Albania. For me, as Secretary-General of the UN, he continued, the meetings were very useful. The Albanian authorities—the President, the Prime Minister and the Foreign Minister—presented their country’s position on the major international issues to me in a very open and clear manner. I particularly appreciate the sincerity with which they explained their positions to me, and I became convinced that this new openness of Albania to the outside world will help the country play an even more important role in international affairs and clearly present its own positions, contributing to the strengthening of the role of the UN and, more importantly, to the strengthening of peace. I have emphasized Albania’s role in the political, economic and social activities of the UN, as well as bilateral relations between the UN and Albania. I am confident that the United Nations can make a valuable contribution to this cooperation and accelerate the development process, about which we spoke with the responsible authorities in connection with close economic cooperation. It can also do so by incorporating Albania’s social activities into the United Nations’ plans relating to the implementation of the provisions of the UN Charter on human rights, which currently are more (Continued on page 4)
