A few days have passed since the start of the biggest and most important campaign in agriculture: harvesting and gathering in the crops. In the bread-grain balance, wheat carries the greatest weight, around 70 percent. In addition, for most agricultural economies, this crop provides the greatest income. This is why agricultural workers mobilize all their forces during this campaign to bring it to a successful conclusion. So, what problems have emerged, and what has been done to ensure the campaign proceeds normally? Over the past two years, the state has invested in increasing the number of mechanical machines used for wheat harvesting and threshing. Around 170 new combine harvesters have been imported. This powerful support for agriculture must, of course, be accompanied by other measures to ensure that this campaign proceeds well. But already, before the campaign has properly begun, some links have created a break in the chain of work. Three days ago, the Ministry of Agriculture held a meeting with the districts in the lowland and coastal region to address these problems. At this meeting, heads of agriculture sections, SMTs and agricultural enterprises raised issues concerning the supply of material and technical resources. What was the department’s response to these concerns? The answer from the Ministry of Agriculture’s Directorate of Material and Technical Supply was: “We will provide you with some tires; some lubricating oil has been secured, while the rest, as well as certain essential materials, has been ordered and is being brought in urgently.” As can be seen, given the responsibilities to date, the successful conduct of the campaign and its completion within the specified deadlines are in question. Campaign headquarters have been set up in the districts, and work programs have been drawn up and approved for every agricultural economy and enterprise. But the links in the campaign cannot be put in place with programs, daily meetings and consultations, or with promises and conjectures from ministry employees. There are no tires, no alcohol, no diesel, no locally produced spare parts. Some of the material resources needed to keep this campaign ready for action are missing. Losses have begun, and damage has occurred too. At the Povelçë agricultural enterprise in the district of Fier, the barley harvest should have started a week ago, but it has still not begun because precisely the items mentioned above are missing. In the agricultural cooperatives of Trevëllazër, Nartë, Panaja, and others in the district of Vlorë, some combine harvesters have started work despite similar shortages, but even these operate only a few hours a day. “For now, the combine harvesters have been put on standby,” Njazi Bedini, director of the Vlorë SMT, tells us. “There will also be breakdowns during the campaign. The measures we have taken at the enterprise alone are not enough to prevent these breakdowns. We also need the material resources to support readiness throughout the campaign. The spare parts, electrodes and transport equipment we have are sent to the cooperatives late, and they are technically defective and old.” Alongside these shortcomings, the greatest problem is that the equipment is not being used fully or efficiently. Why? Motor vehicles are paid for by the hour they are available. This does not encourage the transport enterprises to take an interest, while the cooperatives are obliged to pay even for work that has not been done. Aware of these concerns, and despite it being only the first days of the harvest, the campaign headquarters in the district of Vlorë did not content itself with reports sent by the collection enterprise, accompanied by certain instructions for sending out support vehicles. Instead, it organized inspections at all collection points and agricultural economies to see how these problems had been addressed. Shortcomings were confirmed, and measures were also taken against the managers of the collection enterprise, the district’s Mallarve enterprise and other enterprises. Such inspections are necessary throughout this major agricultural campaign. The campaign to gather in the crops is short, so it allows no delays. Every day of delay has consequences for production. This has been confirmed by both scientific data and the experience of past years. Therefore, no one should think, “Come on, it’s only the beginning.” The issue is to eliminate the shortcomings that have been observed as quickly as possible. This is not simply a matter of the delays within the departments, which must be considered responsibly. [Continued outside the frame] …had raised problems with department’s response to this concern? The same concerns are being raised at the SMTs in Fier, Lushnjë, and elsewhere. We believe that the General Directorate of Mechanical Industry should no longer allow the irregularities seen in recent years in the production of construction parts by mechanical plants to recur. May 5 after a worthwhile campaign One of the most important campaigns in the district of Mirditë for 1990 is the campaign to plant greenery and create pleasant surroundings in the towns of Rrëshen, Rubik and Kurbnesh. To carry out the tasks of this campaign, approved at the beginning of the year by the plenary meeting of the District Party Committee, a special section was established within the Rrëshen municipal enterprise, and the youth organization and the district’s enterprises were assigned specific duties. The work began immediately and was welcomed by the people. “Within a short time,” says Dodë Pjetri, an engineer and head of the urban planning section, “the studies were completed and the construction projects and other works to be carried out during the campaign were designed.” — MIRDITË — Thus began a broad campaign by the residents of these towns, inspired and encouraged by their shared interests and wishes to beautify the towns with new roads and gardens. Five months have passed since this campaign began, and the fruits of the work can now be seen everywhere. There has been mobilization to carry out the assigned tasks, but, as they told us at the district youth committee, there are also organizational shortcomings—from the finance section of the district executive committee of the Party to the municipal enterprise—which must do a better job of encouraging and coordinating the tasks. We speak with Pashk Marku, chairman of the town’s Front organization in Rubik. He tells us about the good work of pensioners Zef Simoni, Taf Halili, Lazër Mark Lazri and others in building cobbled streets in the town, but also about residents’ concern over the lack of a bypass, which would eliminate the pollution caused by the heavy traffic passing through the town. “It was the railway’s obligation,” he says, “to build the bypass that it had demolished, but it still has not responded to us. We know that the district has drawn up plans, but nothing—nothing is moving.” Preventing environmental pollution caused by the rapid development of industry, especially the copper industry, is a broad field of study, experimentation and planning for specialists in this sector, who seek to find the most effective solutions. We can mention the studies carried out to increase copper recovery at the enrichment plants, the study of how to use sulfurous gas from the smelting plant, and the work to eliminate industrial gases and dust in the workshops of the processing plant. But in some cases, careless work by employees at the enrichment plants, who do not understand or carry out these responsibilities with the necessary sense of responsibility and concern, causes pollution of river waters. On the occasion of June 1, International Children’s Day, delightful activities were held throughout our country. Our happy children expressed their boundless love for the Party, with comrade Ramiz Alia at its head, and promised to uphold with honor the name Pioneers of Enver. Concerts, competitions, folk games, etc. were organized in all the schools in the district of Tirana. The 28th National Song Festival for Enver’s Young Pioneers concluded in the city of Shkodër. It was organized by the Committee for Culture and the Arts, the Central Committee of the 1-PSH, the League of Writers and Artists, and the Executive Committee of the KP of the district. During the first two nights, 24 songs selected from festivals held in the districts were performed. Last night, on June 1, the final concert was held. Yesterday, the 46th Tour of Albania cycling race concluded, organized under the patronage of the newspaper «Bashkimi». In the 12th and final stage of the race, an individual and team event held on «Dëshmorët e Kombit» Boulevard in the capital, 32 cyclists from 10 clubs around the country covered 30 laps over a distance of 78.8 km.
