DECISIONS OF THE 10th PLENUM IN IMPLEMENTATION
WORKERS’ CONTROL: THE MOST RELIABLE AND EFFECTIVE[?]
25 km from Shkodra, in the direction of Vermosh, below Qafa e Rrjollit[?], in a beautiful and pleasant landscape, one comes upon the Shtoj Agricultural Enterprise. A settlement[?] as well, on sandy ground, but for years turned into arable land by the work and sweat of hundreds and hundreds of people. At the entrance to the cooperative, a large panel stands out bearing the words: “Decisions of the 10th Plenum in implementation”.
The occupation and use[?] of every means and force, the improvement of work organization, workers’ control and increased responsibility have become part of everyday life in this enterprise. The goal is clear: more production, higher yields, greater responsibility.
Workers’ control is understood not only as verification of the plan, but as the active participation of the masses in management, in safeguarding socialist property and in establishing discipline. This new spirit has brought tangible results in the sectors of agriculture, livestock breeding and services.
In the production units, in the brigades and sectors, shortcomings are discussed openly, responsibilities are identified and immediate measures are taken. Workers, specialists and cadres state that the decisions of the 10th Plenum are finding embodiment in organized and concrete work.
Figures and standards, tasks and deadlines, have become the subject of constant control. Thus, workers’ control is becoming more reliable and more effective[?], as an important means for increasing effectiveness and strengthening socialist order.
