THE DEVELOPMENT OF EVENTS SHOULD SERVE THE DEEPENING OF DEMOCRACY, THE PRESERVATION OF THE HOMELAND'S FREEDOM AND INDEPENDENCE - The First Secretary of the Central Committee of the PPSH, comrade Ramiz Alia, received representatives from several districts of the country and held talks with them (PHOTO - ATSH) TIRANA, 26 (ATSH) - On 26 February, comrade Ramiz Alia, First Secretary of the Central Committee of the PPSH, received representatives from the districts of Kavaja, Lushnja, Fier, Vlora, Gjirokastra and Tepelena, who expressed their concerns regarding the development of the events of recent days in the country. In the discussion, the situation that had arisen was spoken about openly and with civic and patriotic responsibility, as were the need to strengthen order and calm, and to protect state institutions and common property. It was pointed out that acts of violence, destruction and calls for overturning the constitutional order cannot serve democratic processes, but instead undermine the normal life of the country and the interests of the people. Comrade Ramiz Alia stressed that the PPSH and the state institutions are determined to move forward on the path of democratization, political pluralism, and respect for human freedoms and rights, but at the same time they cannot allow anarchy, vandalism, or interference against the country's independence. He underlined the need for all political and social forces, intellectuals, workers, peasants, youth and women to contribute to calming the situation, to dialogue and understanding. The representatives from the districts spoke about the situation in their towns, the concerns of the population, and the need to establish order and continue the democratic reforms. They condemned the violent acts, arson, thefts and incitements to division, emphasizing that these actions are contrary to the national interest. At the meeting, the conviction was expressed that the Albanian people, with wisdom and determination, will know how to overcome this difficult situation and that the development of events must serve the deepening of democracy and the preservation of the freedom and independence of the homeland.

Gruda, given to the Agriculture editorial staff of the newspaper "Zëri i Popullit" Comrades Albert Brojka, secretary general of the government, Hekuran Isai, Minister of Internal Affairs, Omer Fortuzi, Minister of Agriculture, Servet Pëllumbi, chairman of the Foreign Affairs Commission of the People's Assembly, and Llambi Gegprifti, chairman of the Planning and Budget Commission of the People's Assembly, held talks with representatives from various districts of the country. The interview points out the serious situation in the agricultural sector, the need for better organization of work, for securing seeds, chemical fertilizers, fuel oil and material resources, as well as for mobilizing all forces for the spring campaign. It is emphasized that time does not wait and that losses in agriculture would have serious consequences for supplying the population. The minister underlines the importance of discipline at work, the responsibility of local bodies and cooperation among institutions in order to cope with the difficult situation. He calls for every day and every hour to be used for spring sowing and for safeguarding production.

It is time to do more

— Discussion with the friends of Tirana (Continues on page 16) In the conditions that have been created, when the country is facing major economic and social difficulties, every initiative to increase production and strengthen ties of cooperation gains special importance. In this spirit, the meetings held in Tirana are also presented, where the need for mutual assistance and for concrete ways to overcome the difficulties was discussed. The talks focused on activating productive forces, saving raw materials, increasing yield, and improving work organization. It was emphasized that it is time to do more and to act decisively.

German Foreign Minister Genscher with the Albanian ambassador in Bonn

BONN, 26 February. - Today the German Foreign Minister, Hans-Dietrich Genscher, received the ambassador of Albania in Bonn. The bilateral relations and developments in Albania were discussed in the conversation. The German minister expressed interest in the democratic processes and in stability in the country, underlining the importance of political dialogue and respect for human rights. The Albanian ambassador gave an account of the situation and of the efforts being made to overcome the difficulties. Both sides expressed readiness for the further development of relations.

In the discussions it was emphasized that trade unions should play a more active role in defending workers' rights, but also in mobilizing them to cope with economic difficulties.
