(Photo Niko Xhufka) The 10th Congress of the PPSH continued its proceedings yesterday morning at 9:00 with delegates’ discussions. At the first session, chaired by Halil Lalaj, a delegate of the Labour Party organization of the city of Tirana, the speakers were Resul Llogo, of the PP organization of the Gjirokastër district; Pëllumb Vladi, of the city of Tirana; Hysni Osmani, of the Tropojë district; the chairman of the League of Writers and Artists, Drejtëro Agolli; and the delegate ... made specific criticisms of shortcomings in the economic, political and social, ideological and cultural spheres. They pointed out that the mistakes were a consequence of the political and economic system adopted in our country and of the activities of the Party leadership. The delegates stressed the need to create a party with a new character, a renewed, dynamic and militant party, closely connected with the masses; the need for the Party’s ideological renewal; and the difficult road facing the country and the ways out of its crisis, the new Party leadership, its name, and so on. The delegates gave their assessment of Enver Hoxha as founder and leader of the Labour Party and the state, affirming his merits while taking a critical stance toward the mistakes. They considered the renewal of the PP a necessity for the country’s future and stressed the greater role it should play. In a spirit of criticism and self-criticism, debate and confrontation, without denying the achievements, the delegates emphasized the shortcomings, weaknesses and mistakes of the Workers’ Party. They spoke openly and sincerely about the activity of the Party and its top leadership, while ... They pointed out that the mistakes were consequences and of the activity create a party with a new profile, a renewed, dynamic and militant party, closely linked to the masses; to renew the Party ideologically; to deepen democracy in its internal life; to renew the Party’s leadership bodies, etc. They expressed views and made concrete suggestions and proposals for the comprehensive political, ideological and organizational renewal of the Workers’ Party, for stabilizing its situation, etc. The delegates gave their assessment of Enver Hoxha as the founder and leader of the Workers’ the Workers’ Party a necessity for the country’s future and emphasized the greater role it should play in the future, in the process of independence and democratization of our society, under conditions of political pluralism. Until recently, a single party had overwhelmingly dominated; it had held most of the Party leadership for more than four decades, and we have not done many things well. Just as we did not do well when we spoke only about successes,

— Speech by Comrade Ramiz Alia — that I have been part have served for 6 years as First Secretary. 1. The Labour Party celebrates its 50th anniversary this year. For half a century it has led the people as the country’s sole political force. Therefore, it is responsible for everything that has happened—for the good and the shortcomings, only the positive aspects and victories achieved in the struggle for national liberation and in the great transformations that have taken place in various areas of social activity were emphasized. And there have been many of these. This is a fact. Were we right to look only at the successes? We were undoubtedly wrong. Just as we were wrong to speak only of successes, it would be equally harmful and unjust to deny everything and present the matter as if, in 45 years, the PPSH had done nothing but make mistakes. Extremes never reflect the truth. The renewal of the Party cannot be effective, genuine ... (Continued on page 2) ... The people and the Workers’ Party itself sincerely seek renewal. It is not connected only with a change of generations, but first and foremost with the renewal of concepts, traditions, attitudes, etc. With its steps toward democracy, our Party preserved its freshness and appeared before the workers without prejudice, said Islam Gjana, speaker from the Kukës district. The Party in this district enjoys broad support among the working masses. During these six months of this year, 720 workers have been admitted to the ranks of the Party, 280 of them intellectuals—a figure equal to the total number admitted over the entire 40-year period. This fact shows a qualitative leap in the strengthening of the Party organization. Nevertheless, the crisis of confidence has emerged as a concern of the times. Many things have been practiced contrary to the people’s interests and have been exploited by the opposition. It is natural that these old practices and attitudes cannot be eliminated immediately, but the fact is that they have led some people to believe that the Workers’ Party is incapable of renewing itself and, consequently, of carrying through to completion the democratic processes we have begun. These constitute an opposition to the thinking of the Workers’ Party, and their views are in opposition to the people’s opinions and interests. With the new elections, he continued, it was thought that the way would be opened for renewal. But ... LET US THROW DOGMAS ASIDE The Party must always be on the offensive, not in retreat. Without this stance on the part of Party members, its profound and genuine renewal cannot be achieved. For some time, the Party’s work has been in a certain retreat, noted delegate Niko Veizi of the Vlorë district. Meetings of the basic organizations have at times been ... [??] ... confidence, sincerity, strength and authority. And this has been the result of its serious shortcomings. — FROM OUR SPECIAL CORRESPONDENTS — In yesterday’s sessions, the delegates continued their discussions. In their speeches, the speakers showed the great sense of responsibility this congress has placed on them: to make a realistic assessment of the grave situation the country is experiencing as a result of the all-encompassing crisis and the factors that caused it; to find ways and means of overcoming this situation and bringing Albania as soon as possible into the currents of contemporary development. ...

— Reflections from the Congress hall — We have November as a symbolic month in the life of our Party. There have also been many other events in its life. Some were truly major events, which the people have judged and which history will reassess. Now we are at a new threshold, where one era closes and another opens. This historic moment is present everywhere. All the delegates feel the responsibility of this moment. It is also evident in the words of Vasil Dhano, an engineer and director of the Energy Combine in Elbasan. Before anyone else, we, the members of the PPSH, must come to terms with the past and reject what must be rejected. It is to our credit to do so in the most dignified manner possible. And it seems to me that this is what is happening. Here I have in mind not only the Congress report, but also speeches such as those by Spartak Braho, Qamil Bushka and others. In these discussions and reflections I see responsibility, but also concern for the genuine renewal of the Party. Renewal is not only in the interests of the Party, but also of all those social groups and individuals who support and back it. I am reminded spontaneously of Maupassant’s story (Jonzhusha Fifi). Even an ordinary person on the downward slope of moral and spiritual degradation has one very sacred thing: the nation. But should not people who fight for great, noble ideals put the nation above everything? That is why there is no reason to feel nostalgia for the past, or even for its ideals. Everything has its own time and place; our gaze must always be directed toward the future. Talking with Valentina Dedja, an economist, brings Einstein’s theory of relativity to mind. Nothing is absolute; nothing has ever been said once and for all. To some extent, we have forgotten this theory in the life of our Party. We made the “wisdom and sagacity” of the Party’s top leadership absolute. Worse still, they made themselves absolute, separating themselves from the Party and the people in whose name they acted. This is a great lesson for the future, for all Party members, and perhaps especially for the younger ones. ARIANTA AREDDI
