- Remarks by MP Servet Pëllumbi - After all these discussions held here, I consider it unnecessary to speak about the value and importance of fundamental human rights, which none of the opposition speakers called into question, since they constitute the synthesis of human emancipation. The objections raised are connected not so much with the draft law we are examining itself as with the way it has been presented, and especially with what lies behind it and cannot be read in it. Otherwise, the promulgation of a code of human freedoms and rights would not bring us even one step closer to the more cultured and democratic European standards. The other objections are related not so much to the bill itself that we are examining as to the way it has been presented and, especially, to what lies behind it and is not stated in it. On Saturday, MP Maqo Lakror held several meetings in the town of Maliq, in the district of Korçë. The first meeting was held with a group of specialists and employees of the sugar factory, currently receiving assistance. The discussion focused on the present and future of the Maliq sugar factory, on which the fortunes of a large part of the town’s families depend. Almost every family has a member who works at the factory. Can it survive? Yes, said people from every department and the workers, putting forward a series of arguments. Thus, the full possibility was mentioned of establishing a stable link, based on economic interests under market-economy conditions, between the factory and farmers, whether private or organized in private associations. The former marshland near the factory is highly productive for sugar beet; yields of over 400 kv per hectare have been obtained there, and the Korçë farmers have experience. It was said that the factory, through its own initiative and resources, should help farmers not only with seed but also with machinery for working the land, transport, etc. The possibilities created by the factory and its plants for expanding the range of different food products, etc., were also discussed. The MP undertook to convey the current concerns and the arguments for the factory’s survival to the parliamentary industry committee and to the government. It was suggested that a special group of specialists from the town of Maliq be formed to address these problems. After this meeting, the MP held an extensive discussion with residents of Maliq in the cinema hall. Here he spoke about various aspects of the Socialist Party’s positions in response to the extremely difficult economic situation—not only in Albania, but in all the countries of the East, where the social side of the market economy must be taken into account. This is not a matter of mere labels, but of realistic, objective perspectives. By now, it is clear to everyone that reality shows a state of production reduced to zero. As we learn from reliable sources, sent to MP Perikli Teta, former Minister of Defense and today one of the leading figures of the Democratic Alliance Party. The summons was signed by investigator G. Selmani. The summons specifies only the date, March 27, and the time, 12:00. At the end of the summons there is a threat that, if the person summoned does not appear, he will be brought in by force. Although television has not yet made any announcement, an inside source says that the office where passports are issued to the citizens of Tirana was robbed a few days ago. It is neither appropriate nor dignified for thieves, whether professionals or common criminals, to breach the structures of the famous pyramid of the Ministry of Public Order. They say around 700 passports may have been stolen, but we are unable to confirm whether they were completed or blank. Although the office where the passports were kept is on the second floor of the state building, it did not escape the break-in. The people responsible for guarding and maintaining public order must find it difficult to secure people’s freedom and rights when they are unable to secure their own offices in the middle of Tirana. But although Mrs. Kaurri knows a great deal, let her know that such a demand was made from the very beginning of the destruction, when the Chairman of the Pluralist Executive Committee was Mr. Bashkim Kopliku (PD deputy), now Deputy Prime Minister and Minister of Public Order; the Chief of Public Order was Mr. Astrit Mehja, now Deputy Minister of Public Order; the Chairman of the City’s Pluralist Executive Committee was Mr. Nevrus Çela, now a PD deputy; and the head of health services and PD deputy was Mr. Spiro Doraci, now director of the Health Directorate. Since FD members have been and are in leadership positions in the Durrës district, let us be convinced that the real “vandals” will be found and held accountable. I have respected and continue to respect Mr. Arbnori because he suffered for 28 years in the prisons of the dictatorship. But apparently, along with suffering, he acquired some of the dictatorship’s bad habits. According to these habits, in every political and social sphere only one voice should be heard, whether it is Namik’s, Pjetër’s or Sali’s. According to these habits, deputies are marionettes who must vote or think alike, even come here in their pajamas to vote, or be brought all the way from France by plane just for one vote. But let us speak openly. What did I supposedly give my word about? What am I entitled to give my word about? I told Mr. Berisha that the law may be submitted to Parliament; whether it passes tomorrow or not is not for me or Mr. Berisha to decide. Parliament decides that. I told Mr. Berisha that we would make strong criticisms of the Constitution, because the Republic must not be left without a Constitution. “I bear no responsibility for the branches of power, only for the president; Parliament bears responsibility.” The chairman of the Constitutional Commission came here. What did he say? What guarantees did he give? None. He even said this: “After three months we may repeat these same excuses.” That means you need no assurance at all that we will give the country a Constitution. So we will have no guarantee for the protection of human rights. No legal mechanism to ensure that it is implemented. We are not against the protection of human rights. How could we be against the right to life, when our lives are threatened? Against freedom of expression, when we are cut off even in Parliament? Against personal liberty and security, when those too are threatened? Against the right to work, when there are 400,000 unemployed people?
