On the first anniversary of President Berisha’s visit to Davos! ...

On the first anniversary of President Berisha’s visit to Davos!... The Sultan of Brunei, Haji Hassanal Bolkiah Mu’izadiu Wadaulah, has highly praised Albania’s democratic achievements These days the annual meeting of the World Economic Forum began in Davos, Switzerland, where heads of state, presidents of major companies from among the most important in the world, industrialists and prominent businessmen take part. The meeting, with great detail and how many years this particularly important gathering has been held, but Albania has been a participant with interest for the past three years. In 1991 it was Fatos Nano and Muhamet Kapllani, in 1992 it was Gramoz Pashko, and in 1993 President of the Republic Sali Berisha was joined by a television team who prepared a very hopeful and meaningful documentary. Albania, favored, in Europe, the communist region, in the deserts of Asia, Switzerland, the President of Europe?[?] Since last year the Albanian state television has kept silent about this visit, and President Berisha met in Malaysia and Brunei with the magnificent and powerful sultan who, although they deal with matters from Africa, still have wallets full of dollars. The ordinary Albanian does not know the people of big politics very well, and they punish and ask: Why did our honored President not go to Davos? But is there perhaps a hidden reason?[?] Meanwhile, the simple advice is that there is no love for big politics? as Europe has descended from above. We are in a disregard that we have all made toward the President’s middle and idea, between fanaticism and crime, between combination, between conventions and states because we, there are hundreds, Berisha is dense like R-Dim?[?], but not speaking, Berisha is the Balkans and Albania today has many friends and wise men; the ordinary Albanian should not be afraid of calmad, yatagans, harems, suits, crocodiles. Everything is propaganda and water, and destabilizing. Actions themselves are worth more than words and empty phrases. For example, if Albania were to breed crocodiles, all of Europe would import this precious commodity from us and receive its dollars in return. The ordinary Albanian should not be worried when all the embassies of the Western country close their doors to him and do not give him a visa, when at the airport they check his passport with a lens. He can go as often as he wants to Malaysia and to Brunei, even to Brunei. The ordinary Albanian should not be afraid when the neighbors, through this country, are damaged from the border with ferries, buses, ferries and they stir Europe like a fairy tale. They can very easily go to work in a Brunei where, as it is said, the sultan has thousands of dollars and will distribute them one wallet at a time to his citizens. The ordinary Albanian does not understand these things because he is uncultured and has not seen Paradise; he does not know how to appreciate why Albania did not go to Davos in Switzerland or why it is not accepted into the Council of Europe and why we are better than all the other countries of the East. He is not even surprised by the road to Europe that passes through Asia and Africa. He will understand nothing if he reads RD or television (which says that this is how Mr. President, His Majesty Haji Hassanal Bolkiah Mu’izadiu Wadaulah, has praised the democratic achievements in Albania. Then, after the laughter starts and is stirred by the animals, the Albanians will go and cry one by one to receive addresses. THOMA GELÇI

FATOS NANO: 6 months in prison facing power, held hostage!

- Miguel Martinez ‘gives’ a lesson in expression to the aesthetic scholar. - Cassandra speaks differently across space and time: In Strsiburg Nano is supposedly a thief, in Strasbourg suspected of abuse of office and corruption. ‘A party leader cannot be imprisoned. Oh in Strsiburg, the accused deputy Fatos Nano.’ Precisely for the crimes of imprisonment without proving guilt. The fact that Nano is kept in prison for so long shows that they have no evidence,” are the words of the President of the Parliamentary Assembly of the Council of Europe, Martinez, followed by: “I say this not to promote or defend Fatos Nano, Kraskin or Andreotti, but to express my opinion in this form. I say these things and I would say them even for you, if someone accuses you tomorrow.” Someone commented on these words as normal. Someone a personality of such a kind, someone “Boom” related to the “Nano Case,” someone as if observing a man while describing him: in Martinez toward the aesthetic scholar, the chairman of the PD, the chairman of the parliamentary committee on foreign relations, the chairman of the Albanian delegation, who after (?) before Mr. Martinez’s words had said: “For this, justice should speak, since a] (Nano), Shiun, imi), is suspected of having abused his office or of corruption may be mentioned.” The Parliament’s c*?[?] of Nano’s fate, curiously, in the opinion, changes and accusations of his alleged faults. Curiously, Cassandra speaks differently in space and in time while in Albania differently in Strasbourg. Nano erupted as an ordinary criminal thief, murderer?[?] of the PDI[?], linked to Sira with corruption dense in Stra- oh in Strasbourg, the accused deputy Fatos Nano. Precisely for abuse of office. Strasbourg exerts pressure on Selami’s field or Selami expressed in Strasbourg the substantive reality of the 6 months to face the “Nano case”? The measure of the two of them together. But, at the end of the month, Fatos Nano completes 6 months in prison, because he is “suspected” of having abused his office, of having committed a criminal act. This is true, as is finally proven by Selami, true and scandalous to anyone who hears it, facing this power. True that on the shoulders of the people’s deputy, the leader of the largest opposition party, the shame of imprisonment is borne without evidence, only because he is suspected. Finally confirmed with the shame of a principle-less war by the power to eliminate political opponents, to eliminate the opposition. And yet Fatos Nano “has been in prison for ten years,” says a deputy while asking. Precisely for this reason, 23 deputies of the Albanian Parliament protest against violations of deputies’ rights. But without a reaction in the hall, 2? to eliminate the debate would prepare the deputies for another “day” of emptiness. Precisely for this reason, 700,000 people, with a lifetime of democratic commitment, have for months been expressing their protest against the imprisonment of this chairman of the Committee for Relations with Foreign Countries, Mr. Atkinson, when he was in Tirana, stated that there cannot be democracy in a country that imprisons the leader of the opposition. Precisely for this the crystal] - democrat Mr. Martinez says that “I have read the court decision against [the] (Nano case) and it seemed unjust to me.” Precisely for this Mr. Alexander Langer spoke out against the imprisonment of a deputy after a session. And the drums have long since sounded: “Now only with the internationalists is the blow becoming heavy on itself. But power has fallen into its own greed normally. Vese after changes some months happened. The bombi] of oxygen did not happen with Europe. The trial with extraordinary people identifies the location of the bombs? It is Malaysia. Brunei. Homeland!? Perhaps for this, perhaps because he does not accept putting a hat on his head after being given the proclamation in hand (these things are of another idiot’s work), Fatos Nano remains a man. And now who writes, oh journalists? who is kidnapping? will it trample democracy in this Albanian shame? ENCO DUKA

Why I dissolve Parliament (From the letter that the President of Italy, Oscar Luigi Scalfaro, sent on 16 January of this year to the presidents of the Chamber of Deputies and the Senate of the Italian Parliament) This Parliament, which brought together and lived through full myths, fulfilled, in particularly extraordinary conditions, the institutional and political tasks necessary for the life of the state. It is true that, in democratic and constitutional life, the physiological duration of institutions is normally and as a rule determined. However, the very fact that the Constitution recognizes and regulates the possibility of the early end of a legislature should lead us to judge this event not so much in harmony with the dialectic of our institutions themselves. An event, then, which some would have regarded as an exception to the rule, must absolutely be clearly and precisely justified. Thus, the events related to this are today present, with particular clarity, at the current extraordinary political moment. There are therefore, today, meaningful facts that justify, and indeed make necessary, the early dissolution of the Chambers. The most striking fact is the result of the referendum for a fundamental and profound change in the political electoral system, in favor of which more than 80 percent of participating voters expressed themselves. The second fact is the double electoral tension, in June and November 1993, which brought to light a major mismatch between the convictions of the forces now represented in Parliament and the reiterated popular will, deep changes in the composition of the electorate and in the very organized political reality. But it is true that the broad and fundamental change, clearly expressed twice last year by such a large electorate, has left deep traces on the political shifts of the forces present in Parliament and, consequently, on the functioning of the Chambers themselves, whose activity has become increasingly difficult and laborious, compromising their efficiency and representative force. And now, the word belongs so much to the chosen, repeated messages of republican democracy, rests on intelligence, on will, on participation, on the sense of duty of every citizen.
