(Interview with one question) Question: Last week, as Arbnori himself stated, Parliament worked for only one hour. This week it has not worked for a single minute. Why do you think this is happening? Namik Dokle answers: This is happening because the Albanian Parliament is in crisis. Berisha and Arbnori do not see this because they do not want to see it. The people say that the greatest blind person is the one who does not want to see. Ibrahim Baçi answers: I think there are many reasons, but I would single out three of them: First: PD deputies have been ordered to go and settle in all the villages of the communes where elections will be held, to persuade people to vote for PD. Second: They are afraid of some statement by the Socialist group concerning PD’s scandalous violations of the election law, such as sending the army to vote, using state funds and resources for election propaganda, etc. Third: Parliament has the draft law on the legal profession on its agenda. Mr. Arbnori is abroad, while his deputy, Tomor Malasi, will hardly be able to handle the discussion of this law.

Everyone has a biography. An individual has one, a system has one, the state has one, and so does a particular era. At the very heart of the present era, for example, are what we call democratizing developments, whose connecting thread is the overthrow of the previous system and the construction of the present one, which is the better thing… (Continued on page 4)

Who said Fatos was convicted? Fati is more victorious than ever! The party he leads is more victorious innocent. That is why we believe he will be released. Fatos Nano has not been politically eliminated; he is more present and in Albania. In this unusual May heat, those with “air-conditioned” offices want it more than Fatos does in his cell. Fatos breathes fresh air, as he himself is. The others breathe the smog that has filled Albania’s political climate! Dr. LEONTIEV CUCI - deputy Fatos Nano won for the second time. The Court of Appeal convicted itself and the Albanian justice system. Those who ordered Prelë Martini to “re-convict” Fatos Nano have not understood that this is also the verdict for their own destruction.

Developments are apparently [?] in Reç, between that narrow valley of the Black Drin and those mountains unmatched in ruggedness, remoteness and poverty, because the representative candidates of the country’s five parties are fighting more for party prestige than for the selection of the commune head. The ruling party’s concern is enormous, growing like an avalanche; the Democratic Party is not concerned with the career of its commune head, but with the careers of its parliamentarians and top officials. “Rr. Belçika-Kavaja” is the slogan that has stirred an avalanche-like passion among the PD’s men. Heading towards its outlying villages, in its specially equipped mountain vehicles, it has changed [?] the road. The villages of Ngracan and Greshicë in the district of Mallakastra have been drawn into the electoral campaign for the commune heads who are to be elected at this time. As is well known, the elections will be held on 29 May 1994. The various political parties have also conducted their propaganda with the aim of winning over the sides (Continued on page 2)

– So far, the PD’s state has spent 100 million lekë on the electoral campaign in Libofshë. The electoral campaign taking place in five communes, where people will vote for commune heads on 29 May, is at its peak. Once again, public opinion has the opportunity to observe at close quarters how and by what means an electoral campaign is conducted by the political forces competing in these communes. The state remembers to invest only during an electoral campaign! The newspaper RD wrote on 21 May: “A paved road, drinking water secured, while Libofsha had consumed well water in previous years, a continuous electricity supply as a result of newly installed transformers, agricultural machinery—all of this, summed up in the figure of 100 million lekë, constitutes another aspect of what Libofsha receives from the democratic government.” But RD “forgets” to say that these investments were made only after the electoral campaign was announced. Meanwhile, the socialist leaders of this commune had insisted for months, all the way up to the government, on securing some investment to repair roads, water-supply systems, etc., but until the eve of the start of the electoral campaign the government had given no response to the request from the commune’s local-government leaders. Only during the days of the electoral campaign did the state remember and begin investing in road repairs, repairs to water-supply pipes, etc. According to RD, 100 million lekë have been invested during these days. This “generosity” that the state is showing these days towards the people’s hardships in Libofshë has sparked much discussion. People rightly say: “Do they think we’re fools, that the government believes we’ll be won over by such investments, made simply to get votes! Why weren’t these investments made in our commune earlier? Why aren’t these investments being made in neighbouring communes, which have just as many needs as we do, if not more?” The answers to these questions, which the people of Libofshë are asking the officials who have come down to them in Libofshë, put them in a difficult position. Demagoguery does not work in Libofshë. (Continued on page 2)

Who is TV filming for, SHIK or the public? If it is filming for the public, it should have broadcast my political statement on the court’s decision, which essentially was this: – Sala formulated the decision, but Prela read it out. This is a political decision and there will be only one political solution. But who are you telling? It seems TV has run out of all its powder and is now using flour for makeup.
