Ilia Cëcili? Aleksandri Meksi and S. Ciklese, Aleksandri Cipa? Such a simpleminded thing? Will he sign “No” to this project! The large number of citizens, especially young people, who took part in yesterday’s discussion in Krujë with the Chairman of the PSSH, Mr. Fatos Nano, showed not only their interest and awareness regarding the referendum of 6 November, but also their readiness to give a “No” answer to this anti-popular, anti-national and anti-democratic draft constitution. On this occasion, Mr. Nano declared that he believes our people will vote “No”, because the referendum seeks to build an autocratic state, aims to legalize presidential monism, and undermines the role of parliament, the judiciary and local government. Along with this, he also denounced the deep economic and social crisis, the decline of the rule of law, and the daily impoverishment of the people. (Continues on page 3)

Librazhd The President of the Republic, Mr. Sali Berisha, the Speaker of the People’s Assembly, Mr. Pjetër Arbnori, the Chairman of the Council of Ministers, Mr. Aleksandër Meksi, the Chairman of the Elections Commission, Mr. Vlash Gjergji, and the Mayor of Librazhd, Mr. M[?] [?] Alia. On 2.10.1994, at around 11:15, the chairman of the Socialist Party for the district of Librazhd, Mr. Hysni Tola, and the mayor of Librazhd, Hysen Alla[?], were traveling on the Librazhd-Përrenjas national road in their vehicle. At the place called “Shkumbini” their vehicle was forcibly stopped by the police. After checking their documents, Mr. Hysni Tola was taken to the police station, held for several hours, and then arrested. (Continues on page 3)

Tiranë On Monday, a press conference will be held in which the position of the left-wing opposition on the draft constitution will be presented. The Chairman of the PSSH, Mr. Fatos Nano, will also take part in this conference. In accordance with the decision of the National Steering Council of the PSSH, this political force and its allies will vote “No” in the popular referendum on the draft constitution.
