MURDER IN KOPLIK FOR BLOOD FEUD The bullets of the blood feud killed Zenel Hoti yesterday in Koplik, at around 7:30, the father of many children. The conflict between the Hoti family and the Dyli family, two neighboring families, reached its first tragic climax on 25 February this year, when Zenel’s son, Agron Hoti, shot and killed Haxhi Dy[?]li, aged 33, with a pistol. Agroni fled in an unknown direction. Now members of the Dyli family rose up and killed Agron’s father in retaliation, as part of the blood feud. Over these months, several attempts were made to reconcile the families, including by the missionaries working to end blood feuds. But, sadly, two tragedies have befallen this family in 10 months. Thus the methods of the customary law, which in earlier times sanctioned the principle that «Blood is repaid with blood», have been revived at the end of this century and are claiming human lives. Vigilante justice and blood feuds are increasing because our state continues to vegetate, trapped in its own inertia and weakness. THE OBSERVER

The Socialist Party of Albania once again sent a message of strength and determination through its leadership and group of MPs on Sunday at noon, at an expanded meeting at its central headquarters in Tirana. After a week of intensive meetings with the people throughout Albania, the socialist leaders gathered yesterday under the chairmanship of SP deputy chairman Dr. Servet Pëllumbi to analyze the current political situation; the tasks for the final week of the campaign; and the messages to be given to the people. Dr. Pëllumbi said that the objectives for the past week had been achieved. He said that the mass meetings with the people had played a special role, expressing broad and enthusiastic support for our alternative. Dr. Servet Pëllumbi observed that one new feature was that Berisha had now been completely worn out—Dr. Servet Pëllumbi noted two aims in Berisha’s campaign. First, to create the conditions for every kind of manipulation of the people’s free vote, under the cover of the massive popular support he is advertising; and second, to show the world, at this moment of crisis, that his popularity has not fallen but, on the contrary, has risen, and that his constitution enjoys popular support, with the opposition parties’ grassroots also having given their consent, while he advertises the political parties as fictitious. As a particular feature of the campaign, Dr. Servet Pëllumbi emphasized the people gathered in the center of Rrogozhinë who were supporting us—he said. In Vlora, when the police saw that something might happen, they apparently witnessed the determination of the 3,000 young volunteers who held the meeting; the police themselves opened the doors and let us inside. Dr. Pëllumbi then reported on the meeting in Krutje, Lushnjë: «The people of Krutje supported us and themselves showed the bandits where they belonged, as they deserved, displaying extraordinary enthusiasm toward us, which was t[?] ...» On Sunday in Pezë, the people of Pezë spoke out Pezë called out: Berisha, you weren’t here; you didn’t meet with us Everywhere we have delivered messages of civility. We will say «No». Whoever wants to can say «Yes»; we do not impose anything on them. We demand a fair solution to the Albanian question, and for it to be enshrined in the constitution. Rugova must not play Berisha’s role with the PPB of the Albanians in Macedonia. Another «No» was voiced after Vlora and Krutje, on Sunday at noon, by hundreds of people from Pezë. The Socialists’ political mission, «Better with us than with Berisha’s personal rule», was warmly welcomed by the people of Pezë, following the total boycott they had given Berisha. The scene on Sunday on the road leading to Pezë: no more newcomers. No more schoolchildren. No more endless cars. Berisha is no longer there either. People have come out of their homes. The Socialists are coming here, and dozens of young men have made their way to the hall, which has been made artificially cramped by the people of Pezë attending. They are packed tightly together, waving the national flag. Dozens of banners read «WE ARE PEZË», «NO TO THE CONSTITUTION», «NO TO THE BERISHIAN DICTATORSHIP», «WE DON’T WANT A KING», against the background of a photograph of socialist leader Fatos [?] Nano. It seems they want to tell Berisha: «You weren’t here». In any case, Berisha and his entourage had been here; they stayed 18 minutes, shouted, and the president and his guards pledged loyalty to one another, as if to force the people of Pezë, six days after he left, to fill this hall and express their views on the draft constitution. And for minutes before the meeting, it was «No». «No». «No». At 14:00, SP deputy secretary Dr. Servet Pëllumbi and MPs Sabit Brokaj, Ermelinda Meksi, Bashkim Zeneli, Alfred Paloka and Halil Laj arrived in the center of Pezë. The commune chairman welcomed them. It is the same man. He seems calm; nobody has demanded, amid shouting, that he speak out against his decisions. The hall sends its message even though we are still outside. For minutes they do the same thing: «YES—». «DOWN WITH THE DICTATORSHIP», «NO TO THE CONSTITUTION», «FATOS NANO», «SOCIALIST PARTY». Dr. Servet Pëllumbi expressed his particular pleasure at being among the people of Pezë. «We came to Pezë today to listen here to your “No”, this message of yours, and convey it to all Albania by 6 November,» he said. «The messages of Pezë,» Dr. Pëllumbi continued, «have entered history and nobody can extinguish them. The messages of Babë Myslymi for freedom, the messages of Pezë for pluralism, will remain relevant forever. This is indeed true even at this moment. — Dozens of families, hundreds of people who have been urged by PD officials and SHIK agents in their districts to vote against the referendum are being removed from the voter lists — Tirana The efforts of the PD and its servile officials to secure a «YES» in the referendum have taken the path of deception, threats, psychological violence and even blatant manipulation before people go to the ballot box. This is happening in Tirana too; the phenomenon has taken on serious proportions and has become one of voters’ main concerns. T RANE Bashkim Zeneli, a member of the SP leadership and an MP, together with Spartarak Poci, a member of the Party leadership, held a meeting yesterday afternoon with residents of Bregu i Lumit in the Tirana district. More than 400 people cheered for the Socialist Party, Fatos Nano and against Berisha’s constitution. The PD made no promises to us[?], and it has no right[?] to ask us to say YES to this draft constitution. In addition to members and supporters of the Socialist Party, the very enthusiastic meeting was attended by PD members as well, who asked questions about the draft constitution and stressed that the officials have no right to spread propaganda sm[?]oke.

ELBASAN — The meeting between residents of the commune of Mollas and MPs Sabit Bryk[?]aj and Ibrahim Baçi began with congratulations and statements they had made in support of the draft constitution at President Berisha’s election rallies, by socialist leaders in various communes and municipalities. «Those,» S. Brokaj stressed, «are statements obtained through pressure and corruption. Berisha’s keeping these pseudo-socialists with two faces under his wing speaks clearly of the president’s own lack of character and duplicity.» The speaker then analyzed the nature of the power this constitution seeks to establish in the country. MP Ibrahim Baçi also denounced, with supporting arguments, Berisha’s betrayal through his diversionary campaign against the Socialist Party. In this connection, he stressed that Berisha talked at length about Pezë in Pezë, but forgot to remember Myslym Pezë.

MIRDITE — The meetings of MP Ndre Lleshi and Mirditë SP chairman Mark N Kolla with residents of several villages in the communes of Kthellë, Fan, Kaçinar and Qendër took the form of warm discussions and were held amid promises that they would vote to say «No» to Berisha’s Constitution. This promise stems from the people of Mirditë’s disappointment with the Democratic Party’s government since March 1992, when, as throughout Albania, promises were made in abundance in Mirditë too. But nothing was done. One of the speakers at the meetings expressed this disappointment figuratively, saying that «the people of Mirditë will not be lured by Berisha’s salty hand». Luan Shahollari, Kukës district SP chairman Muhamet Bela, Kukës District Council chairman Todaj, etc., held discussions and meetings that day with SP members and supporters and other residents of Shëmri, Kalisht, Kryemadh, Bicaj, Ujmisht, etc., explaining the reasons for their «against» position on Berisha’s draft constitution. It is worth noting how clearly they have understood Berisha’s «maneuvers» to seize their pledge and their free and secret vote through televised appearances and helicopter flights. Better than anyone, they know the traditions of the mountain guest rooms, where even matters of national importance have been discussed. The PD won the 22 March elections by promising jobs, prosperity, links with the world, telephones for every tower-house, etc., but fulfilled none of its promises in the areas[?]; on the contrary, it reduced to zero and destroyed what had been built before[?]. The No is unequivocal.

A cold reception in Gjirokastër Until just minutes before the rally for President Berisha’s arrival, the group of those in power and the group of democrats had been assembled. The welcome was cold—what a pity—[?] and the city’s local revenue schools. Particularly the high-school students: buses full of young people creating imposed enthusiasm. Between [?] at [?] in the banal [?] parallel “Gjirokastër,” there had been nothing whatsoever for the Constitution. The slogan “Glory to the people[?]” was carried by two women from the neighborhood, Gra[?], and two women carried [?] the TVSh[?]’s [?], in case some [?] Monday mills with two [?]tars. Bashkim Fino, the mayor, made it clear that socialists know how to accept and play the political game of pluralism with dignity. After calling the people of his city a “wonderful rally,” he said he had not accepted the authorities’ [?] in order to escape the constitutional action that the vote brings about in elections. “It is free, and we will not prejudge anyone, because all citizens work for Albania.” This was drawn up and attached to the podium of the [?] school and of the president himself [?] (Continued on page 3) “...popular [?] that he is promoting, and secondly, he shows the world at this time of crisis that his popularity has not only not fallen, but has instead increased, and that his constitution has popular support, with the opposition parties’ base also giving its consensus, presenting it as a political party’s achievement. As a particular event from the past weekend, Dr. Servet Pëllumbi singled out the beginning of terror against PS deputies, members and supporters. ‘The criminal police, the financial police and SHIK organized everything for one hour in Rrogozhinë to prevent us from holding meetings in F. ar, which were very successful; they left and allowed us to continue freely only when we told them that we would direct them—’”

— The rally-goers brought into the hall by Sadedin Balla are not the real people of Krujë — Having been present in my capacity as a journalist at the meeting of socialist leaders Pëllumbi, Hajdaraga, Paloka and Dabulla with PS members and supporters in Krujë on 27 October, and having heard on TV a statement by this city’s Municipal Council the following day, which caused a stir, as well as the expressions and comments by Ed[?] P[?] in RD, I cannot remain silent. How can one remain silent when it begins with accusations of deception and manipulation [?]? What is the truth? After the successful, enthusiastic meetings of the left-wing leaders with residents of Fushë Krujë and Thumanë, this fact terrified the [?] of Krujë. [?] took the necessary measures.
