NIKOLLI: The Socialist Party of Albania, with its leadership and parliamentary group, was gathered in an expanded meeting at its central headquarters in Tirana After an extremely serious treatment, without action, for the organization of the movement, the assembly, the rally of 6 November and the reflection of stable conduct, the PS has clearly decided not only that it has said no to Berisha’s Constitution, but that it is multiplying its activities in total mobilization against the adoption of a constitution by referendum. To reflect the tone of the PS and its position toward the holding of the referendum on 6 November, the Parliamentary Group of the PS has authorized its chairman, Mr. Servet Pellumbi, to address the People’s Assembly with a request for a plenary session to hold a general debate at the Wednesday sitting, dated 2 November. Socialists have declared that the request is fully in line with the provisions of the Rules of Procedure of the People’s Assembly and that it expresses the general civic concern over the constitutional draft and the way it is presented as a closed alternative. According to the assessments made at the joint meeting, the draft Constitution presented by President Berisha does not guarantee a balance of powers, does not ensure democratic control, and opens the way to centralized governance. In this context, it was noted that opposition to the referendum is not merely a party act, but a position supported by the public interest and by the need for a constitutional order acceptable to the majority of citizens.
