The 4th Congress of the Legality Movement has concluded, followed closely by the domestic and foreign media.
Representatives of Albanian organizations abroad and of other Albanian parties were of the opinion that this congress, led by the son of King Zog, Leka I, would influence Albanian political processes. None of the participants in this congress denied the view that one day an Albanian monarch would come to the head of the Albanian state.
There was particular interest from foreign public opinion in this Legality forum. In the premises of the Palace of Congresses, correspondents from the foreign press, as well as Albanian journalists, had been invited. Everyone was waiting for the speech of Mr. Leka Zogu I. His speech, which was also met with much applause, was quite realistic, direct, and determined. Leka Zogu I described Berisha's rule as a failure. He said that Berisha is driving the country toward the abyss and that Albania is going through difficult days. He also spoke about the grave economic situation, corruption, and the many hardships faced by the Albanian people. In his remarks he said that Albania needs new leadership and a new political solution.
What stood out at this congress was the participation of young people and many intellectuals. At this congress, many Albanian emigrants who had come specifically from the countries where they live to take part were also noted. A good organization and a discipline that made an impression were also evident.
At the end, the congress approved a resolution stressing that the Legality Movement would continue efforts to restore the monarchy in Albania through democratic means and with the free vote of the people.
PRESS RELEASE BY THE SPOKESMAN OF THE CHAIRMAN OF THE SPA
After the notice by the owners of the 40 deputies of the People's Assembly, following recent efforts by the official press to downplay Mr. Sabri Godo's activity, the spokesman of the chairman of the SPA, Mr. Teodor Laço, for the broadcast of Mr. Nano's press conference, issued this statement:
"For foreign and domestic representatives who wish to follow the anti-Albanian slanders of Sali Berisha, on Monday, 9 January 1995, at the 'Dajti' hotel, starting at 11:00, a press conference will be organized by the Socialist Party of Albania. At this conference there will be a free discussion with the chairman of the SPA, Fatos Nano.
We inform foreign and Albanian journalists that the party has complete documentation of violations of the constitution, human rights, and electoral manipulations by the current government. Facts and arguments will be presented at this meeting."

WILL THIS BE THE YEAR OF EMPLOYMENT?
In Vlorë, the data emerging from the employment offices show that during this year the number of job seekers has increased significantly. The newly registered, especially young people and women, make up a considerable share of the unemployed. The cause of this situation remains the closure of several enterprises and the lack of new investment.
According to local officials, the demand for jobs is much greater than the offers that can be provided by the state or private sector. However, efforts have been made to open new jobs, especially in services and trade, but these are insufficient.
Representatives of the local government have stressed that 1995 must be the year of employment, but this will require clearer development policies and incentives for private business.

1994 ended in Shkodër with high expectations for an improvement in economic and social life. Although unemployment and the hardships of daily life continue to weigh on the city, residents hope that 1995 will bring more noticeable changes.
