Deklaratë e Komitetit të Përgjithshëm drejtues të partisë socialiste
Sa më shumë zoton zjarrfikësit e fitores zgjedhore të 22-shit e PS-së. Aq më qartësisht bëhet e mundur për njerëzit e ndershëm të kuptojnë thelbin e fitores së "demokratëve", të shkaqeve politike, parlamentare dhe ekonomike që e sollën atë, si dhe pasojat e saj të rënda për të sotmen dhe të ardhmen e Shqipërisë.
Në shpjegim të shkaqeve të fitores së PD-së, gjithnjë e më tepër po bien në sy dy mënyra qëndimesh. E para, zyrtare, triumfaliste, propagandistike e demagogjike e lidershipit të Partisë Demokratike, e cila bën për vete militantët e saj dhe njerëzit e painformuar. E dyta, kritike, e matur dhe shkencore, e cila po afirmohet përditë e më shumë jo vetëm te socialistët, por edhe te demokratët, madje edhe në shtypin e djathtë. Nga kjo analizë po dalin qartë, gjithnjë e më shumë, faktorët e vërtetë që sollën humbjen e 22 marsit të PS-së.
Në kushtet e një propagande të gjithanshme shtetërore, të një klime terrori e presioni politik të organizuar, të një përdorimi pa kriter e pa moral të administratës, policisë, shërbimeve sekrete dhe mjeteve financiare e mediatike; në kushtet e manipulimeve të shumta, të blerjes së votës, të frikësimit dhe goditjes së kundërshtarëve, rezultati i 22 marsit nuk mund të merret si shprehje e lirë e vullnetit popullor.
Partia Socialiste dhe aleatët e saj nuk u mundën në një garë të ndershme. Ata u përballën me një makineri politike dhe shtetërore që synonte me çdo kusht deformimin e vullnetit të qytetarëve. Kjo është e vërteta themelore që duhet thënë sot pa drojë.
Megjithatë, do të ishte e gabuar të mohonim edhe dobësitë tona. Ne nuk arritëm të bindim sa duhet shtresa të gjera të popullsisë; nuk arritëm të depërtonim atje ku propaganda e pushtetit kishte krijuar mjegull e pasiguri; nuk arritëm të organizonim në nivelin e duhur mbrojtjen e votës dhe reagimin politik ndaj shkeljeve.
Sot, tri vjet pas 22 marsit, bilanci është i dukshëm. Premtimet për mirëqenie, demokraci dhe shtet ligjor kanë mbetur në masë të madhe premtime. Shumica e njerëzve e ndjejnë në jetën e përditshme varfërimin, pasigurinë, papunësinë, emigracionin, padrejtësinë dhe arrogancën e pushtetit. Ekonomia mbetet e brishtë, korrupsioni është rritur, institucionet janë politizuar dhe klima shoqërore është rënduar.
Në këto kushte, Partia Socialiste mbetet e vendosur të forcojë organizimin e saj, të thellojë dialogun me qytetarët, të bashkëpunojë me të gjitha forcat progresiste dhe të paraqitet si alternativa serioze e qeverisjes demokratike e sociale. Ne nuk jemi parti e nostalgjisë, por forcë moderne e së majtës evropiane, e lidhur me interesat kombëtare dhe me nevojat reale të popullit.
Shpresa e shqiptarëve nuk mund të shuhet. Ajo rilind sa herë që e vërteta përplaset me mashtrimin, sa herë që qytetarët kuptojnë se fati i vendit nuk mund të lihet peng i një grupi njerëzish të etur për pushtet. Zhgënjimet e mëdha të këtyre tri vjetëve janë njëkohësisht edhe shkollë politike për shoqërinë shqiptare.
Partia Socialiste do të vazhdojë të jetë në krah të njerëzve të punës, të intelektualëve, të rinisë, të pensionistëve, të fshatarësisë dhe të gjithë atyre që kërkojnë dinjitet, drejtësi dhe zhvillim. Vetëm kështu Shqipëria mund të dalë nga kriza e të ecë në rrugën e shtetit demokratik e social.

HOPES AND GREAT DISAPPOINTMENTS
Statement of the General Steering Committee of the Socialist Party
The more the firefighters of the electoral victory of the 22nd of the PS try to put out the fire, the more clearly honest people can understand the essence of the "democrats'" victory, the political, parliamentary and economic causes that brought it, and its heavy consequences for the present and future of Albania.
In explaining the causes of the PD's victory, two kinds of attitudes are increasingly visible. The first, official, triumphalist, propagandistic and demagogic, belongs to the leadership of the Democratic Party, which attracts its militants and uninformed people. The second, critical, measured and scientific, is being affirmed more and more not only among socialists, but also among democrats, even in the right-wing press. From this analysis the true factors that brought the PS defeat of 22 March are becoming ever clearer.
Under conditions of all-embracing state propaganda, a climate of terror and organized political pressure, use without criterion or morality of the administration, police, secret services and financial and media means; under conditions of numerous manipulations, vote-buying, intimidation and attacks on opponents, the result of 22 March cannot be taken as a free expression of the people's will.
The Socialist Party and its allies were not defeated in a fair contest. They faced a political and state machinery aimed at distorting citizens' will at all costs. This is the basic truth that must be said today without fear.
However, it would also be wrong to deny our own weaknesses. We did not manage to convince broad strata of the population enough; we did not penetrate where the ruling propaganda had created fog and uncertainty; we did not organize at the proper level the defense of the vote and the political response to violations.
Today, three years after 22 March, the balance is visible. Promises of welfare, democracy and rule of law have largely remained promises. Most people feel in their daily lives impoverishment, insecurity, unemployment, emigration, injustice and the arrogance of power. The economy remains fragile, corruption has grown, institutions have been politicized and the social climate has worsened.
In these conditions, the Socialist Party remains determined to strengthen its organization, deepen dialogue with citizens, cooperate with all progressive forces and present itself as a serious alternative of democratic and social governance. We are not a party of nostalgia, but a modern force of the European left, linked to national interests and the real needs of the people.
The hope of Albanians cannot be extinguished. It is reborn whenever truth clashes with deception, whenever citizens understand that the fate of the country cannot be left hostage to a group of people thirsty for power. The great disappointments of these three years are at the same time a political school for Albanian society.
The Socialist Party will continue to stand beside working people, intellectuals, youth, pensioners, the peasantry and all those who seek dignity, justice and development. Only in this way can Albania emerge from crisis and move on the road of a democratic and social state.

Quanto più i pompieri della vittoria elettorale del 22 marzo del PS cercano di spegnere il fuoco, tanto più chiaramente diventa possibile per le persone oneste comprendere l'essenza della vittoria dei "democratici", le cause politiche, parlamentari ed economiche che l'hanno prodotta, nonché le sue gravi conseguenze per il presente e il futuro dell'Albania.
Nello spiegare le cause della vittoria del PD, si notano sempre di più due tipi di atteggiamenti. Il primo, ufficiale, trionfalista, propagandistico e demagogico, appartiene alla leadership del Partito Democratico, che conquista i propri militanti e le persone disinformate. Il secondo, critico, misurato e scientifico, si afferma sempre più non solo tra i socialisti, ma anche tra i democratici, perfino nella stampa di destra. Da questa analisi emergono sempre più chiaramente i veri fattori che portarono alla sconfitta del PS del 22 marzo.
In condizioni di propaganda statale onnipresente, di un clima di terrore e di pressione politica organizzata, di un uso senza criterio né morale dell'amministrazione, della polizia, dei servizi segreti e dei mezzi finanziari e mediatici; in condizioni di numerose manipolazioni, compravendita di voti, intimidazione e aggressioni contro gli avversari, il risultato del 22 marzo non può essere considerato una libera espressione della volontà popolare.
Il Partito Socialista e i suoi alleati non furono sconfitti in una competizione leale. Si trovarono di fronte a una macchina politica e statale che mirava a deformare a ogni costo la volontà dei cittadini. Questa è la verità fondamentale che oggi va detta senza timore.
Tuttavia, sarebbe sbagliato negare anche le nostre debolezze. Non riuscimmo a convincere sufficientemente ampi strati della popolazione; non riuscimmo a penetrare là dove la propaganda del potere aveva creato nebbia e incertezza; non riuscimmo a organizzare al livello dovuto la difesa del voto e la risposta politica alle violazioni.
Oggi, tre anni dopo il 22 marzo, il bilancio è evidente. Le promesse di benessere, democrazia e stato di diritto sono rimaste in larga misura promesse. La maggior parte delle persone avverte nella vita quotidiana impoverimento, insicurezza, disoccupazione, emigrazione, ingiustizia e arroganza del potere. L'economia resta fragile, la corruzione è cresciuta, le istituzioni sono state politicizzate e il clima sociale si è aggravato.
In queste condizioni, il Partito Socialista resta determinato a rafforzare la propria organizzazione, approfondire il dialogo con i cittadini, cooperare con tutte le forze progressiste e presentarsi come seria alternativa di governo democratico e sociale. Non siamo un partito della nostalgia, ma una moderna forza della sinistra europea, legata agli interessi nazionali e ai bisogni reali del popolo.
La speranza degli albanesi non può spegnersi. Rinasce ogni volta che la verità si scontra con l'inganno, ogni volta che i cittadini comprendono che il destino del paese non può essere lasciato in ostaggio a un gruppo di persone assetate di potere. Le grandi delusioni di questi tre anni sono al tempo stesso una scuola politica per la società albanese.
Il Partito Socialista continuerà a stare accanto ai lavoratori, agli intellettuali, ai giovani, ai pensionati, ai contadini e a tutti coloro che cercano dignità, giustizia e sviluppo. Solo così l'Albania potrà uscire dalla crisi e avviarsi sulla strada dello Stato democratico e sociale.
